The lowest tier of leaders, required to possess some sentience, capable of acting independently without orders... per "Doctor Roman." These Dragonkin had transcended basic Dead Apostles, evolving toward Ghouls.

High Priests... akin to the Church's bishops.

Mid-tier leaders, fully sentient, with special abilities from draconification... equivalent to mid-level Dead Apostles, or true Vampires in the mystic world.

Cardinals of Guidance... akin to the Church's cardinal bishops.

High-tier leaders with complete decision-making power and superhuman strength, rivaling Servants in physical prowess. Their rarity was such that only two had reached this stage thus far.

"If it were them, they might even qualify as candidates for the Twenty-Seven Dead Apostle Ancestors."

Doctor Roman, seemingly well-versed in the mystic side, gave high praise to the two Cardinals of Guidance.

But one assessment he kept to himself.

He was conflicted.

Ritsuka Fujimaru glanced at the white dragon lounging with Fou, munching on snacks.

Her face carried a mysterious air of "I don't know what's going on, but I feel like I'm doing something big."

"My gut tells me this white dragon's hiding a major secret."

"And Fou. Haven't you noticed? Since we got to this world, Fou's been circling this dragon nonstop, ignoring all the pretty girls."
