"The Taxes said in the agreement is not the funding for the Village, it said that the Taxes here is to be paid after getting the resources of the land, so tell me, when the last time Konoha Village pay Taxes to the Usagi Clan."
Everyone stop, they suddenly realized something, he is right, the taxes that is written in the document is not the taxes that the Konoha collected to use as funding.
The so called Taxes is the 'Offering' for the Land Owner and not for them to use as funding.
Third Hokage can't speak, how can he know how long they stop paying to the Usagi Clan, he can't remember at all when they pay to them.

They never expect that hat they never played the Offering at all, much more the Third Hokage never pay anything for o the land owner.
This is a huge mess, the agreement is same as hiring all the Konoha People to work for the Usagi Clan by paying small amount of taxes while protecting the land.
