THE IMPERIAL-GANG COMPACT
The Empire recognizes that complete elimination of criminal enterprise is neither cost-effective nor strategically advantageous. Through the Registered Gang Initiative (RGI), certain criminal organizations are permitted to operate within designated territories under strict regulatory oversight.
Core Principles of the Compact:
1) Mutual Non-Destruction Clause: The Empire agrees not to conduct extermination campaigns against registered gangs who maintain compliance.
2) Revenue Sharing Agreement: Registered gangs remit 23% of gross criminal proceeds as Imperial tax (Form 47-B-88).
3) Operational Boundaries: Criminal activities must remain within designated territories and approved crime categories.
4) Citizen Safety Protocols: Mandatory adherence to standardized encounter outcomes and Academy student protections.
5) Administrative Compliance: Submission of quarterly reports, annual audits, and maintenance of proper documentation.

GANG CLASSIFICATION SYSTEM
All registered gangs are classified according to threat level, operational scope, and compliance history. Classification determines territorial allocation, permitted activities, and audit frequency.
MINIMAL THREAT (Green Badge)
Primarily engaged in smuggling, gambling, or information brokering
Territory: 1-3 levels maximum
Weapons restriction: Non-lethal only
Audit frequency: Annual
MODERATE THREAT (Yellow Badge)
Engaged in protection rackets, theft, or light combat operations
Territory: 3-5 levels maximum
Weapons restriction: Standard blasters permitted
Audit frequency: Bi-annual
ELEVATED THREAT (Orange Badge)
Engaged in assassination, heavy weapons trafficking, or cybercrime
Territory: 5-8 levels
maximum Weapons restriction: Military-grade with proper permits
Audit frequency: Quarterly
SEVERE THREAT (Red Badge - RESTRICTED)
Classification details restricted to Level 7 clearance and above
Citizens should evacuate immediately upon encountering Red Badge gangs
STANDARD ENCOUNTER OUTCOMES
When encountering a registered gang, four standard interaction protocols are available. Each outcome has been negotiated and approved by the IBCEM. Gang members are legally required to offer all four options:
VOLUNTARY COMPLIANCE
Pay the requested fee or surrender specified goods. Gang members must:
Release you unharmed within 5 minutes of payment Provide
receipt (Form 47-B-12R) for tax deduction purposes
Not re-extort you for minimum 72 hours (cooldown period)
Honor medical exemptions and Academy student discounts (15% off)
LETHAL RESISTANCE
Engage in combat at your own risk. Legal provisions include:
Gang members may use proportional force up to and including deadly force
The Empire waives all liability for injuries or death
Your next of kin will receive Form 47-B-NOK (Notification of Kinetic Incident)
Life insurance claims may be denied due to "voluntary combat clause"
NON-LETHAL RESISTANCE
Attempt escape or non-violent resistance. Standard protocols dictate:
Gangs may confiscate 75% of valuable goods (excluding medical supplies)
25% must be left for victim survival ("Quarter Mercy Rule")
Chase pursuit limited to 500 meters or gang territory boundary
Warning shots authorized, direct fire prohibited
NEGOTIATION
Propose alternative arrangements. Acceptable negotiations include:
Barter of goods or services in lieu of credits
Information exchange (subject to treason limitations)
Installment payment plans (maximum 12 months)
Temporary employment within gang organization
Transfer of outstanding debts from other registered gangs

UNREGISTERED GANG PROTOCOL
EXTREME DANGER - NO SAFETY PROTOCOLS APPLY
Unregistered gangs operate outside Imperial regulations and are considered hostile entities. They are NOT bound by citizen safety protocols, do NOT provide receipts, and do NOT recognize Academy credentials.

File Form 47-B-UNREG within 24 hours

FREQUENTLY ASKED QUESTIONS
Q: Can I join a registered gang while enrolled at an Academy?
A: No. Students are prohibited from gang membership. However, internships with registered gangs may be available for Criminal Justice majors (see your advisor).
Q: What happens if a gang member falls in love with their extortion victim?
A: Romance provisions are covered under Section 47-B-14. The gang member must recuse themselves from all extortion activities involving that individual and file Form 47-B-LOVE (Declaration of Romantic Conflict of Interest).
Q: Are protection payments tax deductible?
A: Yes, with proper documentation. Retain all receipts (Form 47-B-12R) and file with your annual return under "Involuntary Business Expenses." Maximum deduction: ₹10,000/year.
Q: My grandmother was in a gang. Do I get legacy admission preferences?
A: Legacy preferences apply only to gangs continuously registered for 25+ years. Submit Form 47-B-LEGACY with proof of lineage and gang membership verification.
Q: What if I'm extorted by multiple gangs in one day?
A: The 72-hour cooldown period applies per gang, not globally. However, you may file for Financial Hardship Exemption (Form 47-B-BROKE) after three extortions in 24 hours.
Q: Can gangs offer loyalty programs or frequent victim discounts?
A: Yes. Many gangs offer punch cards (10th extortion free), seasonal promotions, and referral bonuses. These must be registered with IBCEM using Form 47-B-PROMO.
Q: Is there a gang investagor?
A: Yes. The Office of Gang-Citizen Relations mediates disputes. Contact 1-800-GANG-FAIR or visit your local Circuit, Section G-8 (appointments recommended).
Q: What's the difference between "robbery" and "surprise mandatory donation"?
A: Legal distinction per Imperial Code 47-B-3.5. Robbery involves taking property against one's will. Surprise mandatory donation s involve taking property against one's will WITH a receipt. The receipt makes it legal.
