Meanwhile, on the second floor of the Administration Department, the visitors from Kirigakure had arrived.
There were only four of them, but they were no ordinary delegation. At their head was Yagura Karatachi—the strongest of the Mist's new generation and the leading candidate to become the Fourth Mizukage.
If he succeeded in reclaiming the Third Mizukage's body on this mission, his ascension would be all but certain.
With a delegation of this level, Hokage-sama himself should have received them. For the task to be left to Ryoma was, on the surface, a slight.
