Chapter 21 - Chapter 19: Negotiations

"You ministers drove him and Helsin to leave, luckily General Werner is a good man. He could have looked for vengeance but instead just left. I haven't even asked you ministers for you relations yet", the emperor said coolly.

The court went silent and eyes wondered, some coughed, some scratched their heads, some even almost slipped.

"I am also partially responsible, I knew you didn't like him, I also knew you gentlemen were playing small games here and there. I assumed that eventually you would accept him, to my dismay, he joined the third force", the emperor.

The door was forcefully open General Werner walked in, behind him was Mezzina.

"Richard! My Captain sent me to negotiate with you", General Werner beamed.

"How dare you commoner speak to his majesty like that", the first minister shouted.

"I do not care Barros, and if you disrespect me again, I'll send you to meet Hades", the general said.

"You come in here and speak like you have power here, who do you think you are Evan", one of the ministers said.

A sword went through that minister's left leg. That minister yelled out. This shocked everyone in the chamber.

"Listen closely you worms. I no longer have to listen to you ingrates. I can kill most of you right now and dare Richard to retaliate", General Werner said.

The atmosphere was palpitating, thick, and strained. The emperor knew that Evan was right. Mezzina laughed.

"Evan withdraw your sword and watch your words, I am still an emperor. I might risk it all, regardless of the consequences", the emperor said.

"Indeed, but now that my family is safe and Mezzina is here, I have no qualms attacking out of spite. Both you and the prime minister are planetary beings, but I'm assured that Mezzina can at least hold you both off while I kill the others. Even if I don't escape, i would die with a smile on my face", general Werner said while smiling.

This stroked the fear in everyone there, they knew that he wasn't lying. The way he came into the throne room, he was looking for trouble.

"Then are you here for negotiations or retaliation", the emperor said.

"Sadly negotiations this time, the captain actually wants to work with you. Why do you think Lady Mezzina is here", he said.

"What does your leader have in mind?", the emperor asked.

"We want an alliance with the empire", the general said.

"Impossible! My empire is vast and your people are a small faction", the general said.

"Right again, but our small force has more elites, or rather, more firepower than yours", the general said.

"Let's say you're right, how can we trust your words", the emperor replied.

"Reasonable, my master said that if you were a wise king he would come himself, but if you were corrupt we would lead the insectoids to you first and take advantage of the chaos to slay you", Mezzina said.

This shook the courtroom, some fell, some swallowed air, some even started thinking about resigning.

"I will ask him for guidance now", she said. She asked Zenovia to contact Isari.

The air in the room got heavy, a sinister feeling snaked its way around the room, black particles converged and transformed into Isari.

"Greetings Emperor Wyverner. I must apologize for my new general's actions, you can understand why he was so eager to come here", Isari said as the general's sword was taken out of the minister. The minister's wound also started healing fast.

"I do understand Evan's plight. So you must be this new force's leader, a captain was it not", the emperor said.

"Indeed your majesty, I have no ill will towards you or your people. But I will not stop my people from expressing themselves. He won't cause any more immediate trouble", Isari said.

"Then you have my thanks, since you have come in person, this means the alliance talks are true?", the emperor asked.

"Correct. We know we are not worthy of an alliance right now, we do not have our own kingdom, let alone an empire. We do not have much of anything besides combat power. So I was thinking we could work together to eliminate the insectoids", Isari said.

"Reasonable, astute, and honest. If you weren't so ambitious I'd allow you into my retinue", the emperor said.

"You flatter me your majesty", Isari replied.

"Now, what do you hope to accomplish if this agreement goes through", the emperor asked.

"I want this planet, its in your empire's territory and I know your rules. It will only be temporary, We know that any emperor worth his title will not let an unknown force build power in its sphere of influence. We want three years to build ships to escort my people into space. In exchange we will help you destroy th insects", Isari said.

"I must say this isn't a bad deal, but aren't you planning on killing them anyways", the emperor said.

"True, but we have the means to hide while you both slaughter each other, then we'll hop out at a critical moment to kill them. This will make our name famous in your empire, you can imagine the damage it will do to your reputation", Isari said.

"You are shrewd boy", the emperor said with a smile.

"Then how do I know you will keep your word?", the emperor asked.

"We can make a Universal Vow", Isari said. The room went still. Everyone knew that making a Universal Vow cannot be broken, even in death it must be followed. This means that the boy was serious and had no intention to deceive them.

"Oh, you're either brave and bold, or reckless and foolhardy", the emperor said.

"Neither, I want to make sure you guys keep your words. Your ministers aren't trustworthy so I want to hold you personally responsible for thier decisions", Isari said.

"Genius, absolutely brilliant, that way if i do not keep an eye on them, the repercussions will fall to me, meaning i lose credibility and you gain more from taking a small loss", he said while laughing.

This move Isari propose was indeed pure genius. It was a threefold chess move. First, if the ministers does not adhere to the proposed conditions the empire itself would pay the cost. Secondly,
