'Hmm, power feedback increased from 0 to 0.1, when i create rules, monsters, or other people are present in my dungeon power feedback will increase. Because the power feedback fluctuates with strength of people in the blessed land others want cultivators to settle down in their blessed land, and making strong monsters for power feedback is not a good decision for them as it will terrorize the sects to settle their, or monster might even wipe them out, so they don't make them. When they had accumulated some CP they just make 1 or 2 strong monsters sealed in a formation'

If not we need to buy the creature from shop and the person who designed or first put a naturally occurring creature in shop will get a cut from it. The creature designs about from shop automatically adapts to blessed land's spiritual laws. The popular creature design are money printing machine."

"Physical rules are already set according to the world, if i want to change them than i will have to change the rules of the world as well which will cost hell lot of CP, impossible for me."
"I can have 3 free spiritual rule creation chances. Good thing these chances are not limited to how complex rules i can create. Simple rule are like 'Only fire type spiritual energy can exist'. Complex ones like cultivation realm progression, strength increase every realm etc. Complex ones cost much more than simple ones. With these chances i can create a whole leveling system"
"Lets first decide what rules are necessary to create a dungeon than separate them into complex and simple than use the free chances to create complex one and than use CP to create simple ones."
1. Mana of every element need to exist : Simple
2. Monster respawn (I can't personally respawn them every time) : Simple
3. Leveling System : Very complex. It will take hell lot of time to design it. I need to be careful with it as more complex it is and as it will be very base of everyone strength, even small change after its creation will cost too much.
4. Strength limit: Complex. As teacher has said it is necessary for safety of blessed land. Although limit strength can be a simple rule as well but than every time blessed land can accommodate stronger people i will need to change the rule that will cost CP and destabilize the rules as well. Complex ones will progress naturally and they will also stop atom bomb from exploding to save my blessed land. And with free chance it will cost me nothing to buy it.
5 & 6. Limiting monster movement and intelligence : Both are simple one. I am limiting intelligence as it will leave a bad taste in my mouth if i create intelligent monster to only be killed.
7. Drops : Between simple and complex. I don't need the monster bodies as blessed land only improves with CP as for them selling on shop, their is not much market for dead bodies as blessed lands are self sustainable only treasures are sold and has market to enrich their blessed lands. But worlds are different they need mass and energy for their upgrade, if i just package the whole body as a drop it will simplify the rule and also increase the speed at which world will evolve. Yes its much more beneficial.
