He felt the surrounding dark side of the Force begin to fluctuate.
Dathomir was a dark planet to begin with, its entire surface shrouded in mud and decay.
After Maul's death, the Force within his body began to dissipate into the surrounding Cosmic Force. However, unlike the death of an ordinary person, his Force was far more powerful and resonated perfectly with the dark environment around him.
The dark side energy gradually flowed out of Maul's body completely. Aside from the portion that dissipated, the remainder actually began to coalesce in the air, constructing a blurry humanoid shape.

All life had an instinct to survive and escape death.
Maul's spirit body began to agitate, constantly stirring the surrounding Force, trying to attract this Sith Holocron.
Amir suddenly understood. To stabilize a spirit body merged with the dark side, one didn't necessarily need the powerful energy of a Force nexus; certain artifacts could work too.
Like the Holocron Qi'ra brought. It was a carrier of Sith knowledge created by ancient Sith, containing massive and stable dark side energy. This dark energy could even be called pure.
This was the perfect vessel for Maul's spirit!
Amir reached out and pulled the Sith Holocron into his hand.
Qi'ra watched Amir's actions with some confusion, but she didn't ask questions.
Holding the Sith Holocron, Amir began attempting to transfer Maul's spirit.
