Zephyr glanced at Dragon beside him, sighing internally. The World Government and Navy were genuinely being played for fools by Brett. He'd anticipated recruiting many like-minded companions. But he'd never imagined those companions would comprise such tremendous power.
"There will be more," Brett smiled. "Inherited will, the tide of eras, human dreams—these are unstoppable forces."
"So long as people pursue freedom, forces resisting the World Government will never cease!"
"Exactly!" Tesoro laughed in agreement. "We should thank the World Government. As Brett says, our persuasiveness isn't exceptional—their oppressive rule constantly pushes people toward us!"
Dragon smiled knowingly. Leading the Revolutionary Army for years, he understood this intimately. The World Government's influence spanned globally—but equally, their enemies existed everywhere.
Zephyr sighed quietly. He'd stood with the government until they kicked him aside.
"Enough sentiment. Let's discuss business," Brett straightened his posture, speaking seriously. "The World Government's strength—everyone here understands it clearly."
"We can despise their corruption, scorn their degradation, but we absolutely cannot deny their power."
"Correct," Zephyr, who understood the government more intimately than anyone present, nodded in agreement. "Underestimating our enemy is supreme folly—especially when that enemy is the World Government."
The world's most powerful entity.
"We need comprehensive cooperation going forward," Brett continued. "Combine all forces to win that final war."
"Of course!" Dragon nodded solemnly.
The World Government represented the entire world. Therefore, they too must unite worldwide power to oppose them.
"However, decisive battle hasn't arrived yet. Currently, we should focus on individual development," Brett said. "I have suggestions."
"Speak freely, Brett," Dragon smiled. "Everyone here are friends. Complete honesty is welcome."
"Regarding what we should accomplish next," Brett began. "Zephyr mentioned organizing a new army in the New World. Recruiting personnel is easy, but building a loyal force isn't simple."
"So I wonder—can we poach from the Navy?"
"Oh?" Zephyr raised an eyebrow.
"Indeed, Zephyr possesses extraordinary prestige among this generation's Navy!" Dragon nodded.
"Many general-level officers are your students. As Brett suggests, we should absolutely attempt recruiting them. Even securing one would be tremendously profitable!" Tesoro laughed.
Zephyr nodded silently. "I'll try."
"Additionally, the New World contains many non-affiliated nations. To maintain peace, they rely on pirate protection," Brett continued. "Zephyr, you understand my meaning."
"Of course," Zephyr smiled. "An excellent idea."
NEO Navy's development couldn't perpetually depend on Fish-Man Island aid. Those New World non-affiliated nations surely desired reliable protectors.
"Then the Revolutionary Army," Brett turned toward Dragon. "No need to rush toppling nations to prove your strength. We're not yet ready for direct World Government confrontation. Even toppling nations, we cannot defend them yet, correct?"
Dragon nodded slightly. "True, but I cannot ignore witnessed suffering."
"Then awaken the people," Brett said. "Arm them with ideology rather than weapons—isn't that the Revolutionary Army's specialty? Teach them right from wrong."
"What they're experiencing, what they've endured, who their enemies are, who their friends are. Instruct them on proper action."
Dragon pondered thoughtfully. Previously, Revolutionary Army operations focused on toppling corrupt nobility—violent top-down revolution. Now Brett offered an alternative approach.
"Awakening the people?" Dragon grew excited. "Indeed, we've always pursued this, yet never truly implemented it."
"And you, Brett?" Zephyr asked. "What will you do?"
"Tesoro will provide media support," Brett replied. Tesoro's entertainment industry expertise made him ideal for cultural frontline engagement.
Tesoro smiled at Dragon. "To liberate people's thoughts, I believe I can assist considerably."
"Wonderful," Dragon returned the smile.
"As for us," Brett chuckled. "Though somewhat presumptuous, perhaps our role is most critical."
"Oh?" Both Zephyr and Dragon showed interest. "What is it?"
"Ancient Weapons!" Brett declared gravely. "Fish-Man Island will provide Ancient Weapons capable of confronting the World Government!"

Zephyr and his nascent NEO Navy formally joined the Fish-Man Island and Revolutionary Army alliance.
The tripartite alliance opposing the World Government had solidified tremendously! Each faction's objectives were clear. Now they simply needed development, then await opportunity.
