D2 Prison, Director Zhao Ming knew well what kind of place it was.
In other words, prisoners without more than ten lives on their hands weren't even qualified to be locked up there. The inmates inside were fierce and unruly; fights and deaths were common, and even the guards didn't dare intervene.
