Regarding Kael's plan to establish a magical school and admit students to study magic, Galadriel and Elrond both expressed support. They wanted to let elf children also come to Hogwarts Castle to study magic.

Though elves were a magical race, they could not cast spells actively like wizards. Instead, they leaned more toward "implicit integration"—such as control and utilization of nature's forces, enchanting objects, and communicating through the mind.

So aside from ancient high elves like Galadriel and Elrond, who could cast powerful magic, ordinary elves relied more on their extraordinary physical abilities, superb martial techniques, and enchanted weapons.

Or rather, elven magic was more similar to ancient magic from the magical world—old and primitive, with lengthy and complicated casting procedures.

But even so, these elves, relying on their own wisdom, developed these basic spells to their limits.

For instance, elves particularly loved Lumos and transformed the originally illuminating spell into the effect of Holy Light.

Holy Light not only countered dark creatures but also carried the effect of purifying all things.

Even Kael was extremely amazed by this and recorded this Holy Light effect version of Lumos in the spell book as an upgraded version of the Lumos incantation.

Getting back to the matter at hand, after Galadriel and Elrond agreed to let the elf children also enter Hogwarts to study magic, Kael began preparing to create the Quill of Acceptance and the Book of Admittance.

But this meant the detection range of the Quill of Acceptance and Book of Admittance needed to cover not only Kael's territory, but also include areas like Rivendell and Lothlórien on both sides of the Misty Mountains.

The Hogwarts School of Witchcraft and Wizardry in another world had its Quill of Acceptance and Book of Admittance detection range covering all of Britain.

But to be honest, all of Britain, including England, Scotland, and Ireland, was merely a tiny place. Its area was not even as large as the Eriador region.

Even more so when compared to the entire continent of Middle-earth.

And Kael's ambitions were even greater. He wanted to create a Quill of Acceptance and Book of Admittance capable of detecting across the entire continent of Middle-earth.

To achieve such an effect, the manufacturing difficulty would be extremely high, and the magical power required would be enormous.

To be able to sustain such power, Kael painfully plucked a phoenix tail feather from himself to use in creating the Quill of Acceptance.

He then selected the hardest dragon hide from the frost dragon's chest to create the Book of Admittance.

Spending half a year's time, a gorgeous feather quill of gold and crimson intertwined, and a thick black dragon-hide tome, appeared on the workbench.

Kael, Galadriel, Elrond, and Gandalf, whom Kael had invited, gathered around these two magical items.

Then Kael was the first to point his wand at the two objects, continuously outputting magical power while chanting incantations.

The phoenix feather quill and dragon-hide tome immediately floated up, radiating light. Kael's magical power continuously poured into the two magical items.

The other three, seeing this, simultaneously raised their hands. The Elven Three Rings upon them gleamed brilliantly.

Then three streams of magical power, countless times stronger than Kael's, flowed like a flood into the Quill of Acceptance and Book of Admittance.

The two items, like ravenous beasts, accepted all the surging magical power coming toward them, absorbing everything.

At the same time, the magical fluctuations they radiated grew increasingly strong.

Then an invisible force radiated from the two items, rapidly expanding and spreading outward.

This force was formless and invisible, very secretive. Had the few people present not been standing very close, they would not have been able to detect the force radiating from the two items.

This spreading force expanded in a circular pattern outward. Breaking through the castle, it spread to Hogsmeade at the foot of the mountain, continuing to expand, touching Bree, becoming ever wider, covering the entire Eriador region.

At such a range, the spreading invisible force still did not stop, continuing to expand and spread outward.

Finally, this force expanded eastward to touch the Misty Mountains, covering the Rivendell region. Spreading southward, it covered Enedwaith south of Eriador.

But it still did not cease. The invisible force ignored all obstacles, directly penetrating the chasm-like Misty Mountains, continuing to spread eastward. Lothlórien, Mirkwood, the Lonely Mountain, the Iron Hills, and the territories of the Easterlings to the south, extending to Isengard, Rohan, and Gondor. Even the Mordor region, Harad, and Khand were all touched.

In the tower of Barad-dûr in Mordor, Sauron seemed to sense something. His great Eye turned its gaze toward the west.

Finally, after this invisible force had covered almost the entire continent of Middle-earth, it finally stopped.

Back at Hogwarts Castle, Kael gasped for breath, exhausted, and lowered his wand.

Galadriel, Elrond, and Gandalf simultaneously stopped channeling the Elven Three Rings.

To extend the detection range of the Quill of Acceptance and Book of Admittance across an entire continent, such vast-ranging ability would have been impossible without the aid of Galadriel, Elrond, Gandalf, three powerful individuals, and the Elven Three Rings. Kael's power alone could never have accomplished it.

But now it was successful. Hogwarts Castle had gained another powerful magical item.

The Quill of Acceptance and Book of Admittance both seemed to come alive, simultaneously radiating strong and sustained magical fluctuations.

The Book of Admittance, as if sensing something, automatically opened its blank pages.

The Quill of Acceptance then flew about animatedly, landing on the Book of Admittance. Without ink, it rapidly wrote line after line of dark green names, birth dates, and addresses on the pages—all extremely detailed and clear.

Kael looked at the contents. Among them were detailed information of young wizards from Hogsmeade, Bree, and Isengard, as well as information on elf children from Rivendell, Lothlórien, Mirkwood, Lindon, and even distant Dorthonion in the Far East.

Kael even saw the name of Grim Beorn, the son of Beorn the Skin-changer from the Anduin Valley—Beorn's cottage.

Clearly, this little fellow had also inherited his father Beorn's abilities, similarly possessing magical power.

And Grim Beorn was born in 2950, making him now ten years old—exactly the enrollment age for the first official batch of students at Hogwarts School of Witchcraft and Wizardry.

The Quill of Acceptance and Book of Admittance had recorded almost all people living in various places across the entire continent of Middle-earth who possessed magical talent.

It not only included children from birth to eleven years old, but also adults among them. The names of Galadriel, Elrond, Gandalf, and others all appeared in the book.

Even more so, Sauron's name also appeared in the Book of Admittance.

Only his name appeared far dimmer, not gleaming brilliantly like other names.
