The Council observers arrived at dawn, three wolves tasked with documenting my every movement for the next thirty days. They carried medical equipment for weekly evaluations, recording devices for behavioral documentation, and expressions that made clear they expected to witness deterioration rather than stability. I recognized the lead observer as Councilor Marcus, one of Vera's known allies who had voted against sanctuary approval in previous sessions. His presence was not coincidental but strategic positioning to ensure unfavorable documentation.
