"You misunderstood, that's not what I meant." Professor Bill chuckled when Misty asked. Then he snapped his fingers.

The surrounding lights instantly dimmed. Then, from all directions, many three-dimensional images were projected from unknown locations, appearing as square grids. Each grid contained a Pokémon.
"This is!!" Misty and Brock looked around in surprise. Ash also scanned his surroundings.
"Pokémon exist everywhere in the world. Just in our Kanto region alone, there are over 150 species of Pokémon."

Using the power-up device to counter the waves was a way to increase Squirtle's propulsion power through weighted training, to learn Aqua Jet. Although the power wasn't enhanced, this was a low-level move that could have various variations.
For the current Squirtle, learning it would be much easier. Combining it with his experience from the anime, Ash also had plans for the future development of this move. For now, it was best to learn this move.
Squirtle often caused trouble with the Squirtle Squad, but it actually didn't fall behind. Its strength was undoubtedly worthy of being a boss, it just lacked formal training.
