The No. 2 Ninja World was in a state of nationwide shock.

No one had expected that the once so soft, peace-loving Hidden Leaf would suddenly become so terrifying — not only daring to stand against the Hidden Cloud, the strongest military power at present, but wiping the Cloud Village completely off the map in one stroke.

The Cloud's high-end combat power was nearly wiped out. The Fourth Raikage was killed like some roadside stray, and their perfect jinchuriki was effortlessly defeated by the Leaf's own jinchuriki.

Most importantly — the Leaf's jinchuriki was also a perfect jinchuriki.

For the other forces of the ninja world, this was without question a horror story — a real, absolute terror.

Because what it represented was the Leaf's power suddenly swelling to an unbelievable degree — with no warning signs — exploding beyond even its strength before the Nine-Tails Incident.

And unlike the peace-loving Third and Fourth Hokage, the current Fifth Hokage Tsunade, the de facto Sixth Hokage Kakashi Hatake, and the man likely to become the Seventh Hokage, Naruto Uzumaki, were not doves — they were hawks through and through. By showing the Cloud's utter destruction, they had announced their presence to the ninja world.

Without doubt, this was a force even more terrifying than the Akatsuki — one capable of completely overturning the world's balance.

And then — in this very situation — No. 2 Leaf suddenly announced that it would convene a Ninja World Conference to form a Ninja Alliance.

The reason given? Because the Akatsuki, this evil organization, still roamed free, always capable of bringing great fear and danger to the ninja world. The Akatsuki was so powerful that no single force could stand against it. To oppose them and other such threats, all forces needed to unite — and the Leaf was willing to take the lead.

Furthermore, the Alliance would not be limited to the Five Great Villages, but would include smaller powers as well.

This, unsurprisingly, caused another uproar across the ninja world.

And just when everyone was reeling, the Hidden Sand and Hidden Mist both announced that they would attend the conference and join the Leaf-led Alliance.

This sent another shockwave through the ninja world — and put the last great village, the Hidden Stone, in a very awkward position.

Because now, the only major village yet to speak was them — and they could not resist even if they wanted to.

With the Cloud gone, and the other three great villages united, opposing or refusing would be outright provocation — inviting all three to attack. Given the Leaf's current display of power, they could wipe out the Stone alone — let alone with the other two.

In short — there was no choice.

Third Tsuchikage Onoki was stunned, struggling to believe it.

The Sand's position was understandable, thanks to Fifth Kazekage Gaara's good relationship with Naruto Uzumaki. But the Mist? What ties did they have with the Leaf?

Onoki couldn't figure it out — but he had no choice but to agree to attend. Whether they'd join, he didn't say yet — but from his meek tone, it was clear it would be a formality. At least, they needed to maintain appearances and not grovel too obviously.

He also wanted to know — what exactly had happened between the Leaf and the Mist to make the latter fall in line?

The answer was simple.

After the Cloud's destruction, Kakashi, riding the momentum of victory, led a small elite force and descended upon the Mist like heavenly gods. In the ultimate form of Complete-Body Susanoo plus full Nine-Tails Mode, he shocked the Mist into realizing they had no chance. If they resisted, they would be wiped out that very day.

Naturally, deep negotiations followed.

The Leaf had the power to annihilate the Mist — but did not plan to.

Not out of pacifism — simply because No. 2 Leaf didn't have the governing talent to directly rule the Mist.

This wasn't the Warring States era, when villages had just been formed and everything was still fluid. Back then, unifying the world could be done by conquest alone, absorbing talent along the way.

Now, decades into the Village Era, every faction had long-established personnel, loyalty, and identity. To unify by force would mean smashing all that and rebuilding from scratch.

No. 2 Leaf lacked the capacity for that — without new order to replace what they destroyed, the whole world would fall into chaos.

Even the Prime World Leaf, despite its overwhelming strength, had stopped at controlling the Land of Fire alone. They, too, avoided overreach due to lack of administrative capacity.

If the Prime World Leaf was that cautious, how could No. 2 Leaf be otherwise?

So, they decided on "alliance" — gathering the world's strength under one banner to be ready against the Otsutsuki threat, then slowly improving the world.

It would leave plenty of risks, yes — but with the Otsutsuki arrival unpredictable, choices were limited.

Thus came the direct intimidation of the Mist.

Under pressure and promises of benefit, the Mist agreed to ally and walk the same road.

And since Sand and Leaf were bound through Gaara and Naruto's friendship for decades to come, the Mist wanted their own guarantee — that they wouldn't be discarded later. A formal tie was proposed.

The Mist's suggestion? A political marriage.

Between Fifth Mizukage Mei Terumi and future Sixth Hokage Kakashi Hatake.

It was an odd match — but Mei, desperate to marry, was a 31-year-old single woman, undeniably considered "old" in the ninja world. Kakashi's strength and looks hit all her preferences, so she saw no problem — in fact, she thought she'd scored big.

Kakashi, now a workaholic, initially resisted — but the political advantages were too great. Marrying the Mizukage would strengthen Leaf's control over the Mist, keep them aligned for decades, and give him time and authority to fully integrate the Mist into Leaf's sphere.

A cold, rational decision — reflecting Kakashi's current mindset.

Everyone saw it as a good thing. In the Prime World, Sakumo Hatake even drank a toast, relieved that No. 2 Kakashi wouldn't die alone and end the Hatake line.

And so, the Leaf and Mist united — leaving the Stone as the only great village outside the pact.

Under such pressure, the Stone's choice was obvious — unless they wanted to share the Cloud's fate.

And with the great villages united, the smaller powers knew what to do.

Join. Of course you join. Only a fool wouldn't.

With that, a full alliance of ninja forces was inevitable.

This shocked the daimyo of the great nations. They felt fear — for this alliance was unlike the original's — it was made without their consent, purely by the ninja villages themselves.

The sense of losing control was palpable. The nobles felt threatened, deeply uneasy.

And then…

The daimyo died.

The attackers — the Akatsuki.

Yes — that Akatsuki.

They struck at the daimyos of the great nations, killing them all. Boldly, they announced their plan to unify the world, bringing it pain and peace.

To achieve it, they would destroy all daimyos and hang every noble — for they had concluded that all the world's suffering came from the daimyo and noble system.

It was absurd — but that's what the Akatsuki declared.

This, ironically, gave the Ninja Alliance instant legitimacy. The Leaf's pitch had been to prevent exactly this — so that no single force could run unchecked.

And here was the Akatsuki, fresh off stealing the Tailed Beasts, now killing the great daimyos outright.

It was spitting in the world's face — and making the nobles panic. For once, they felt the blade at their own throats.

Before, no matter the wars, nobles were untouchable. At worst, a minor daimyo might die in an internal coup. When Hanzo killed the Rain daimyo and took over, Rain was sanctioned into ruin — leading to the Akatsuki's birth.

But that was a small country.

Cross that noble line, and the entire class would unite against you.

Now the Akatsuki had flipped the table, cutting down the Five Great Daimyos without mercy and vowing to destroy the entire aristocracy.

Unacceptable.

Compared to that, the Leaf's unilateral alliance-making was tame — even benevolent.

And the Akatsuki's ability to hit five capitals in a day showed they were not just a terror — they could overturn the entire ninja world.

Support for the Leaf surged.

Nobles and small-country daimyos rushed to back them. The Alliance now had full legal and moral legitimacy.

No. 2 Leaf thanked them and promised swift action against the Akatsuki — giving the nobles some relief.

Some did suspect the Akatsuki's timing and whether they were in league with the Leaf — but with no proof, they kept it to themselves.

For the Akatsuki was real, had fought the Leaf before, and had enemies everywhere. The suspicion remained, but unspoken — for to voice it could make you a public example.

And the truth? The suspicion was correct.

The Akatsuki that had suddenly appeared was indeed connected to No. 2 Leaf — sent by Uchiha Kei to help form the Alliance.

The members were real — Nagato and Konan were there. Orochimaru, still alive, was involved. Uchiha Itachi, as a redeemed spirit, could act under set conditions.

Orochimaru even used Edo Tensei to summon dead Akatsuki members to work.

In other words — the No. 2 world's Akatsuki troublemaking was done by actual Akatsuki members.

They were simply following Uchiha Kei's orders.

Nagato was especially willing — after his capture, he had studied in the Learning Space, learned much, and realized the true source of the ninja world's suffering.

His old "peace through pain" idea evolved into "hang all the nobles and build a new system" — to bring true peace.
