First, the degree of technological development of the civilization.
Second, the quantity of high-tier combat power possessed by that race's civilization.
Take advanced civilization as an example. To become an advanced civilization, the level of technological development must reach a level that touches subspace.
Furthermore, it requires that the combat power above the Daoist Master must be at least ten people, and Dao Lord level combat power at least thirty people.
This requirement is very stringent. Although Su Tu has encountered many beings of this level, in fact, the Human Race has barely reached the standard of an advanced civilization.
