Using a group of powerful heroic spirits as a workforce is, of course, a temporary solution that is somewhat extravagant.
The Elda Territory requires continuous development; the number of heroic spirits is limited, and not all efforts can be concentrated on this.
The construction of Elda Town, Elda City State, and even the future Elda Kingdom cannot rely solely on heroic spirits.
