Kakashi stood quietly in the shadowed corner of the observation room, arms folded, half-hidden behind the one-way glass.
Below him, in the main conference chamber, Nick Fury faced a wall of holographic screens. Each screen showed a different member of the World Security Council.
Politicians from the most powerful nations on Earth stared back with serious faces.
Kakashi watched the scene and felt a familiar headache coming.
'Right,' he thought with a silent groan. 'This is exactly why I never wanted to be Hokage. Too many meetings. Too many old men arguing about things they do not understand. I would rather fight a thousand Chitauri again than sit through another one of those Konoha council meetings that I had to attend because of being the Hatake Clan head.'
The main topic was simple: aliens are real. And Humans were not alone in the universe.
Thor's visit a few years earlier had already planted the seed, but many council members had dismissed the god of thunder as a very convincing fake because he looked too human.
The Chitauri invasion had destroyed that comfortable lie. Now they had to decide what to do about it.
Fury wasted no time. He had already planned on how the meeting would go.
"I tried to prepare us for this exact scenario. Some of you may remember the Avengers Initiative. The same initiative this council rejected in favour of Phase Two which was building weapons from the Tesseract, using old Hydra plans." He said with a hint of sarcasm.
Several faces on the screens turned red. Someone coughed awkwardly. Another looked away.
Kakashi almost smiled. 'Fury has no fear of his superiors. Most shinobi would rather fight anbu torture than speak to the Fire Daimyo or Hokage like that.'
Fury continued without mercy. "Let me remind everyone what the Avengers Initiative actually is. A response team of remarkable people who can face threats that no army on Earth can stop. A promise to the universe that this planet has defenders."
He clicked a button. The wall behind him turned into a giant screen.
Video footage began to play.
Hulk tearing a leviathan in half with his bare hands.
Iron Man flying through the sky, missiles exploding dozens of chitauri at once with 100 percent accuracy.
Thor calling lightning that turned dozens of Chitauri to ash.
Captain America's shield bouncing between enemies like it had a mind of its own.
Creel walking through plasma fire with shining metal skin.
And finally, Kakashi's complete Susanoo cutting buildings and leviathans like they were made of paper, lightning spears raining from the sky, and the black orb crushing thousands of aliens into a mountain.
The council members watched in the room went very quiet.
Fury let the silence sit for a few seconds, then spoke again.
"A handful of people stopped an army that would have conquered the planet in hours. That is what the Avengers can do."
Gideon Malick, one of the senior council members, cleared his throat.
"And the collateral damage? Billions of dollars destroyed. Who pays for that? Your Avengers do not seem careful with property."
Kakashi stared at the man in complete disbelief. He actually rubbed his ear to make sure he had heard correctly.
Fury slammed his fist on the table so hard the sound echoed through the speakers.
"Collateral damage? You were ready to drop a nuclear warhead on eight million people! That would have been a hundred times worse, and it would have killed every single person in New York. Be grateful we only lost some buildings."
Malick went silent.
Another council member, a woman from Europe, raised her hand.
"Most of these Avengers are American. Captain America, Iron Man, the green monsters, even the metal man. Why should the rest of the world trust them to protect everyone?"
Fury answered without hesitation.
"They protect Earth. Not one country. Earth. The whole planet. That includes every nation sitting on this call right now."
Alexander Pierce, Fury's direct superior and one of the most powerful men in S.H.I.E.L.D., finally spoke. His voice was smooth and reasonable.
"Director Fury is correct. The footage speaks for itself. Earth faced extinction today. A small team stopped it. I move that we officially recognise the Avengers Initiative and grant it permanent status."
Kakashi noticed the timing. Pierce had stayed quiet while the council argued. Only when victory was clear did he step in to support Fury. Kakashi filed that away for later.
'Pakkun is taking too long to dig up information on him
But something is definitely off with him,' he thought
Fury raised his hand.
"All in favour of officially authorising the Avengers Initiative?"
Twenty-two hands went up. Only two stayed down.
The vote passed.
One of the members who had voted yes immediately asked the next question.
"And who will lead this team?"
Several voices spoke at once.
"Captain America led the allies to victory in World War Two. He is the natural choice."
Another voice countered quickly.
"His name has 'America' in it. Stark sells weapons to the American military. They are too American. The world will never fully trust them."
"Then who?" several voices asked together.
Fury allowed himself the smallest, proudest smile Kakashi had ever seen on the man's face.
He turned toward the observation window even though he could not see through it. He knew exactly where Kakashi stood.
"Let me introduce the man who kept ninety percent of that invasion inside two kilometres of the portal. The man who evacuated thousands of civilians with his own clones. The man whose power made an alien army look like children. The man I trust to lead Earth's mightiest heroes."
Fury paused for effect, then spoke the words that made Kakashi close his eye and sigh deeply. It seemed that Fury had been infected by Creel's fanboying.
"His name is Kakashi Hatake. Kakashi Hatake of the Sharingan."
