It was a factory called "Franky's Ship‑Dismantling Works."
The exact opposite of what Iceburg did: here, dilapidated ships were torn apart completely and the pieces sold for cash.
In reality they did not confine themselves to wrecks; many brand‑new ships passing through Water 7 were also "forcibly dismantled."
So long as they could earn money, they would do anything.
In the original story, Usopp brought two hundred million berries to repair the Going Merry, only to have Franky's men steal the cash; when he went to demand it back, Franky's gang beat him senseless.
In short, this place was the stronghold of a bunch of hoodlums.
Chiyu strode forward and quickly closed in on the front gate of the dismantling yard.
Several punks were startled, then roared:
"Who are you? This is Franky‑boss's turf!"
"Even if you're Marines you can't just mess around!"
Nami shouted back:
"Tell your pervert boss to come out! He hit a Marine—that's unforgivable!"
Rear Admiral Hina did not hesitate. In an instant her arms turned into iron bars, shot through the two punks, and bound them fast.
The pair screamed and struggled, but could not break free.
Bang!
The gate was kicked open and Franky charged out.
"Who's bullying my brothers and sisters?!"
"Looking to die?!"
Seeing his two subordinates tied up, he flared with rage and tried to free them—but this was Hina's Devil‑Fruit power; it would not be undone so easily.
Franky raised both arms high.
"You dare lay hands on my family? You people must be tired of living!"
"Tch." Hina replied coldly:
"You struck Hina's subordinates first—absolutely unforgivable!"
In fact, all the Marines following Nami were Hina's own officers; they had served under her far longer than under Chiyu. Hina, outwardly stern but inwardly protective, flew into a fury at the sight of her bruised subordinates—who had done nothing wrong yet were beaten so violently.
Franky barked:
"Fine! Let me see what you Marines can do!"
But Chiyu had no mind to fool around.
Unlike the other Straw Hats—Nami, Usopp, Sanji—still only around ten years old, Franky was already a grown man of about thirty and could answer for his own actions. Chiyu would show no mercy.
Just as Franky was about to unleash his cyborg weapons, Chiyu casually lifted an arm.
"Lightning."
A savage burst of lightning shot from his arm and struck Franky before anyone could blink.
Crack—BOOM!
Franky's scream echoed across the yard. Though a cyborg, his metal plates, devices, and gears were helpless against such voltage and were destroyed in an instant; half his body was still flesh and suffered even more.
"Franky‑boss!"
"Are you all right?!"
Kiwi, Mozu, and the others rushed forward—but Chiyu swept his arm again.
RUMBLE… BOOM!
The entire dismantling yard collapsed into rubble.
Everyone stared, speechless before this god‑like power.
Franky panted hard.
"You… you're that…
the Marine God of Slaughter…
Uchiha Chiyu?!"
Hearing the name and witnessing the might, every thug under Franky turned pale with terror.
Chiyu said coolly:
"You hurt my subordinates."
Franky shivered; no matter his bravado, he knew he was no match.
"Yes, it was me!
If you want to kill me, do it—
but please spare my brothers and sisters!"
"Franky‑boss!"
Chiyu turned away.
"Take him."
Franky did not resist, hanging his head as the Marines escorted him; his followers wept powerlessly.

Aboard the Uchiha
Franky bellowed:
"Uchiha Chiyu! I know your name and I know no one leaves your hands alive—just kill me!"
But Chiyu did not.
"You did commit a crime, but not one worthy of death.
I know dismantling ships is only a front; in reality you're a bounty hunter who targets passing pirate crews.
On that point, at least, our stances align."
Franky snorted:
"I do hate pirates!"
Chiyu said mildly:
"So even when the Pirate King, Gol D. Roger, invited you aboard back then, you refused?"
Franky's eyes went wide—one of his deepest secrets exposed. He was living incognito, hiding his true identity: Cutty Flam, Tom's disciple. Years ago, when Tom built Roger's ship, Kozuki Oden had invited him on board, but Franky's hatred of pirates made him refuse. Perhaps for this very reason, Chiyu felt a certain respect.
"Who… who are you really? How do you know these secrets?"
"If you've heard my name, you should know," Chiyu said quietly, "I know everything."
The legend from Alabasta said this God of Slaughter foresaw Crocodile's every plot and crushed it effortlessly. Could he truly be omniscient?
Franky growled:
"Even if you know my secrets, it's useless! I'll never tell you anything!"
"You mean…" Chiyu's gaze sharpened, "the secret of Pluton?"
Franky's face drained of color.
"You—"
"Yes, I know," said Chiyu. "You're Tom's apprentice and Mayor Iceburg's junior. The Pluton blueprints—are on you now."
Franky lurched—to kill himself, to destroy the secret with him.
But a flick of Chiyu's finger loosed another lightning bolt; Franky's body went rigid.
"Bastard! I'll tell you nothing!"
"Didn't I already say?" Chiyu answered coolly. "I've long known everything. I even know the blueprints are hidden inside your cyborg body."
Franky was dumbfounded.
"Why… how do you know all this?"
"The real question," Chiyu said, "is why—knowing all this—I haven't harmed you."
"Why?"
"Because I'm not truly a Marine."
"What?! You mean—"
Chiyu shook his head.
"No—you misunderstand. I'm no pirate or revolutionary spy. I'm a Marine now only because I choose to be. I follow nothing but my own justice."
He pointed toward the distant horizon outside the porthole.
"The real Marines… have already begun to act."
Franky looked where Chiyu was pointing—the tallest building in Water 7, Mayor Iceburg's residence.
His face changed.
"You—you mean… they're going after Iceburg?!"
"Not going," Chiyu replied. "They've already acted."
Franky clenched his fists. After Tom's death, Iceburg was dearest to him; Iceburg had entrusted him with the blueprints and covertly supported him. How could he stand by?
"I'm going to rescue him!"
"If you go," Chiyu said calmly, "everything Tom and Iceburg planned will be ruined. Do you want the blueprints of Pluton falling into their hands?"
Franky froze—torn between saving Iceburg and protecting his mentor's legacy.

Just then Chiyu's expression shifted.
"Hm?"
He looked toward the opposite side of the cabin. Across the endless sea, a colossal Marine battleship was steaming toward Water 7.
For once, Chiyu looked genuinely surprised.
"That's…
