It was a typical story.
The orphanages were places where the higher authority, in this case the priests, started taking money for themselves, giving only bits and pieces to the children for whom the money was taken.
The children started starving, some even started selling the children to the slave traders and the dark magicians.
For the kids, it was safer on the streets where they can earn something to feed themselves than to put their life on the line in the orphanages provided by the churches.
As for what the church did for them?
Turn a blind eye.
Why?
Because even the higher authorities were corrupt as hell.
