Chapter 214 - 214 - Who Guards the Hokage?

The ANBU had 70 members, all of them the absolute elite, carefully selected from the very best.

The ranks of its members, from highest to lowest, were: Captain, Vice-Captain, Squad Leader, Team Leader, and Regular Member.

The Captain assisted the Hokage in managing all ANBU affairs, while the Vice-Captain assisted the Captain with various tasks.

There were a total of four squads, each led by one Squad Leader. Each squad, including its leader, had 17 people, divided into four teams.

Each team consisted of four ninja: one Team Leader and three members.

Previously, the ANBU Captain was an outstanding civilian ninja personally promoted by Hiruzen, while the Vice-Captain was Hiruzen's eldest son, Shinnosuke. The four Squad Leaders were originally appointed by Tobirama.

This arrangement maximized ANBU's loyalty while also preserving its strength.

The arrangement of ninja missions was also handled by its Mission Division.

Previously, the head of the Administrative Department was Danzō, who also served as an advisor to the Hokage.

However, because Hiruzen was unwilling to delegate power, Danzō could only exercise a small portion of the authority.

Most of the power was monopolized by Hiruzen himself.

Danzō often complained, saying that his position was nothing more than a figurehead.

Tsunade appointed Torifu as the new head of the Administrative Department, with Shikashin as his deputy.

Torifu was more of a symbolic choice; he was chosen because of his prestige and because Tsunade appreciated his long-standing support for her.

In reality, the one truly managing everything was Shikashin, who had already demonstrated exceptional ability and had no personal ambitions.

Tsunade also proposed reform plans for the Administrative Department.

The position of Logistics Department head had remained vacant ever since Homura's death. Now it was filled by Shigo, who had also achieved outstanding military merits on the frontlines and was the grandfather of the yet-to-be-born Shino.

As for the Police Force, it was once again returned to the hands of the Uchiha clan.

This unit's sole daily task was to conduct continuous covert patrols throughout Konoha.

The Education Department would continue to be headed by Shida, the father of Ibiki.

The detailed rules would be implemented once he officially assumed the role.
