Chapter 113 - [113] Implementing the New System

Once Yuhara clearly explained the responsibilities and privileges of the new councilor role, the proposal passed without resistance.

After all, honor and having a voice in the clan mattered a lot to those without ninja talent. Especially since ninja-related resources meant little to them, these intangible rewards became even more valuable.

And the number of councilors wouldn't be too high anyway, since one had to make significant contributions to qualify. And who decided what counts as "significant"? Yuhara and his crew, of course. It was all in their hands.

With this added, the clan reform plan was basically complete. The Police Department reforms, already handled by Yuhara, were also ready.

So without delay, he pushed everything out at once—and made sure every single clan member saw it!

"What the heck is this?"

One morning, Uchiha clansmen were woken up by the family guards and called to the shrine. Confused and half-asleep, they quickly realized—something big was up.

Men, women, elders, kids—whether ninja or not, whether they'd awakened their Sharingan or not, everyone was gathered.

The last time this happened was during a clan festival—when they quietly replaced the old leader with a young new clan head.

That alone had stirred plenty of doubts. But what happened afterward made it clear—this new leader handled the clan crisis impressively.

And when they heard that he'd teamed up with Shisui and the former head to kill Danzo and protect the clan, they were fired up.

So naturally, now they were eager to see what new thing he'd introduce.

And then… chaos erupted.

"Wait, clan education is for everyone now—even adults? With exams too?!"

"We're already grown! We still gotta study this stuff?"

"Is this because of that traitor? Does the clan head not trust us?"

"That bastard deserved to be torn apart by wild dogs—he shamed the Uchiha name!"

Many adults groaned at the thought of going back to school. Especially the test part—just hearing that dragged up childhood trauma, and both ninja and non-ninja alike groaned in unison.

But nobody blamed Yuhara. Even the former clan head's son had turned traitor. It was kind of like "Why did the Hokage rebel?"—if he could go rogue, anyone could. A little hardship was fair.

And then… they read further. And the atmosphere exploded.

"All children get elite education? Regardless of talent or whether they awaken Sharingan?"

"Does that even make sense?"

"Shut up. At least our kids have a shot now."

"Exactly. And it says no matter the talent level, everyone's encouraged to explore their interests and contribute to the clan in different ways."

"Did you see this? If you make big contributions—like financially or administratively—you can become a councilor!"

That's when things truly caught fire.

Nobody had heard of this "councilor" role before, but just reading about it was enough to get their blood pumping.

Participating in the clan council was one of the highest honors in Uchiha society. It was reserved for elites.

Though they'd also heard that even council elites mostly just voted yes or no without much say.

But councilors? They'd have real input. They could discuss, critique, and amend proposals. Even after something passed, they could help revise and improve it!

That kind of influence? Unthinkable. It was like this new clan head was giving them actual say in governance.

Sure, becoming a councilor wouldn't be easy—you had to contribute a lot. But at least now, they had a path.

A shot at rising to the top.

A shot at elite training from the clan head or others if they had ninja talent.

A shot to shine, even without ninja gifts.

The entire clan was hyped—no one had expected this level of opportunity.

They were genuinely thankful to the new clan head. Even if his education plan dragged them back to school, this reward system more than made up for it.

"Guess I'll be busy tonight makin' more babies."

The clan was buzzing. Some people ran home for paper and pens just to jot everything down.

Learning materials would be handed out in the evening. And the teachers? The two elders themselves.

That alone was an incredible honor. Most ordinary clansmen never even saw the elders, let alone got taught by them.

To the elites, this showed how serious the clan was. Especially since the two elders had reconciled and now jointly supported the clan head—they were excited to attend their classes.

"Looks like the clan is headed for major change."

Everyone started mentally prepping, whether they had missions or not—they didn't want to fall behind in the coming reforms.

But when the Police Department clansmen reported for duty, they were hit with another shock.

Not only had the clan changed—so had the Police Department.

Even the redrawn office departments were a headache. But what really drove them crazy were the new behavior guidelines.

Suddenly, they were questioning why they ever joined the department in the first place—there was way too much to study.

Clan lessons. Police department lessons. And still do their jobs? It was torture.

Then they saw the new code of conduct—and just stared in disbelief.

"What the hell is this?"

The Uchiha were proud—no doubt about that. But this reform handbook? It was stomping all over their pride.

The rules now demanded they follow Konoha laws to the letter. No issue there—Uchiha might have bad habits, but they still had ninja discipline. Their enforcement was always procedurally sound, even if a bit cold.

But now?

Now they had to explain to people why they were being arrested.

Why? If someone broke the rules, they knew it already. Why explain anything?

And in some cases, they were expected to go easy based on context.

What was that even supposed to mean?

And the new prison system? Why not just throw all criminals into the same cell? They're all scum anyway—what's the point of separating them?

Good thing Yuhara didn't hear this nonsense, or he'd be spitting blood.

Never mind how much people hate that kind of attitude—just cramming all criminals together would enrage him alone.

What was this, a prison—or a Dragon Ball training ground for villains?

"Whatever, let's just follow the damn rules. The clan head's behind this, and even the vice head and elders approved. No point resisting."

Thankfully, some of them still had brains. With a few reality checks, everyone in the department shut up real quick.

Heads down, no backtalk—just quietly trying to figure out the meaning behind all this.

The Uchiha clan could be seriously stubborn sometimes—but once they accepted someone, their loyalty ran deep.

Yuhara had shown power beyond belief, crushed a rebellion, killed its source, and stood toe-to-toe with the Hokage.

None of the previous heads had ever done that. They just bent over and gave the clan zero hope.

Now there was hope. And that made them worship Yuhara even more.

If this new head wanted change—even if they didn't get it—they assumed the problem was with themselves.

"Whatever. Don't get it, don't need to. Just follow the rules.

With the clan head leading us, we're only going up from here!"
