By the next morning the men from the previous meeting made their way to Ceasers cabin early that morning.
Ceaser himself was working out with custom weights when they came in kneeling as they confessed their thoughts of conspiracy and wished that they would be forgiven.
Ceaser gazed upon them, his eyes full of pity for them , internally he was joyous. He had achieved both fear and love from these people and this would make way to solidify himself as ruler above all.
Ceaser then invited them into his cabin , he then opened a cabinet and brought out some stacks of paper which he distributed amongst the people present. This was his proposal for reform.
The first was that they would have a collective name which the flag would fly under, and the name was Terra . This would be their name to bear and all seals would bear it .
There would be departments that handled every aspect of living in Terra.
First was the department of agriculture, they would be in charge of any matters concerning rearing of animals and farming of crops.
Everything concerning food production would fall under the purview of the director of agriculture who heads the department of agriculture.
There was also the department of finance whose director would be responsible for the national or imperial Bank, controlling allocation of funds to the various departments. They would also have two sub departments, the department of commerce and the department of internal revenue.
The department of commerce controls all business, buying and selling in the country while the department of internal revenue was in charge of collecting taxes.
There was the department of transportation that handled all transportation related matters.
There was the department of health, they were in charge of maintaining the health and well-being of citizens. They were also in charge of producing drugs, cures and treatment of illness.
There was the labor department, they were in charge of assigning people to work in various departments and ensuring that the workers are well treated and trained for their tasks.
There was the department of education which ensured for the education of all citizens.
There was then the ministry of works ,this ministry controlled everything from construction, metal works and weapons manufacturing.
There was the department of defense, which controlled the army , navy and perhaps the air force. They were responsible for defending the nation from any attack and also waging wars on foreign enemies.
There was the ministry of justice, this ministry covered the law courts and the police department who enforce the laws of land.
There was also the department of homeland security who were incharge of counter terrorism, border security, immigration enforcement , emergency preparedness and response, protecting the economy and organizing rescue missions.
Finally was the department of internal affairs, they were responsible for keeping t the other departments in check and ensuring that the other departments performed their duties very well.
There was also the inquisitors who answered only to Ceaser. Their job was to investigate serious crimes especially within the government and mete out justice immediately. This department was going to be headed by the grand inquisitor.
The next on the agenda was the rights of the citizens, mainly their fundamental human rights.
The citizens of Terra had the right to life, the rights to education, right to healthcare, freedom of movement to an extent provided by the government, freedom of religion as long as it doesn't impose in the the rights and freedom of others.
Then there was the laws of Terra and punishment;
All forms of murder are punishable by death unless it was an accidental death or self defense.
Stealing was punishable by imprisonment with hard labor, the sentence is determined by the value of the stolen item.
Robbery is punishable by twenty five years in prison with hard labor.
Rape is punishable by castration and life in prison.
Any terrorist activity, which is any activity that disrupts the peace of the citizens of Terra was punishable by death.
Treason was punishable by death.
Infractions like public indecency, public drinking, littering, excess noise and nonconsensual fighting was punishable by fines.
Infidelity during marriage was also a punishable offence the punishment would be public whipping .
For taxes, business after paying levies or license fees would pay seven percent of their profits in taxes while individuals pay fifteen percent in taxes.
Failure in paying taxes after a year would result in assets forfiture or imprisonment.
They had spent almost the entire day reading and understanding the leaflets with no objections, of course they wouldn't have any objections as they were trying to prove that they had no thoughts of conspiracy.
For the period of one month, the reforms were being implemented, a new government headquarters was being built for the various departments.
Recruitment for the police force was underway, judges were still undergoing education.
As for the education of Terra, they had adopted an apprentice style education system, apart from reading, writing and calculations, individuals could apply to learn in the training programs of each department.
Aside from that, progress continued in Patagonia, the steam engine had aided in various ways like pumping out water both in the mines and for consumption. They were also used to power cement/concrete mixers that aided construction projects.
An army base was being built close to the river, this would include the barracks, training fields and rooms , gyms , firing ranges and an armory . After this project, the reconstruction of Patagonia from wooden homes to concrete homes would begin.
With the multiplication of steam engines , Patagonia was thrown into a full blown industrial revolution, as weapons and ammunitions were being pumped out and almost all military personnel had been assigned weapons.
Twenty 75mm and five 105mm cannons had been produced, all firing high explosive shells and unluckily enough, when the cannons were deemed field worthy reports of a great army headed for Patagonia came in.
The cannons only had enough ammunition to fire one hundred shots each , and at the approximate rate of fire at ten shots per minute, they would be fire for only ten minutes before they would run out of ammunition. Luckily he still had about three hundred muzzleloader cannons and tens of thousands of their respective cannons.
According to reports, this army was far more larger and equipped than the previous armies they had faced.
On the other side prince Marcellus and the Duke of Winchester were receiving reports from the scouts who reported large grey walls fortifying the town. This confused the prince a little because previous intelligence proved that the fortifications were all made of wood. But regardless it was irrelevant if what the walls was made of , he ordered that camp be made five miles away from the town and that the engineers begin to build the siege engines . No matter what, he was going to burn this town to the ground and crush the rebellion.
