Chapter 268 - Who is better?

At the Mary Geoise, where the World Nobles resided, Shinra lived here, but unlike before, everything had changed since after the war of the Marineford instead of hiding, Luffy, or Nika directly made an attack on the home of the gods of this world and killed many except those who were immortal before running away when the true ruler of this world previously, Im, came out and defeated most of Luffy's allies. 

Yet, without a doubt, due to his Zoan-type Devil Fruit, Luffy's tenacity, regeneration, and vitality were as high as ever, which made him as difficult to kill as a cockroach, as he was able to escape the attacks of Im and all of his followers, together with all of his allies. 

Strange, right? 

However, that was how it was since Luffy was the destined one and the protagonist, but frankly, even if Luffy had escaped, it didn't matter since no matter where he went, he could only stay in the New World. 

Within this sea, everything was under the control of the World Government; the only place that wasn't under its control was the New World, but what Luffy didn't know was that the New World was under Shinra's control, as many of his followers worked there. 

Then again, even if Luffy had grown stronger, could he match the Ootsuki, who could destroy a planet or two? 

So, Shinra had never paid attention to Luffy. Instead, he was thinking about how to fix this world, returning the world to how it used to be. 

Frankly, in his mind, this world was similar to the world during Noh, one of the famous prophets in history, who built a gigantic ship known as the Ark before the world was covered in the flood. 

Still, while Shinra was familiar with the story, he decided to tell how the story was. 

In the record, God "regrets" making mankind because they have filled the world with evil. Noah then labors faithfully to build the Ark at God's command, ultimately saving not only his own family, but mankind itself and all land animals, from extinction during the Flood. Afterwards, God makes a covenant with Noah and promises never again to destroy the earth with a flood. Noah is also portrayed as the "tiller of the soil" who was the first to cultivate the vine. After the flood, God commands Noah and his sons to "be fruitful and multiply and replenish the earth."

In the story of One Piece, the world was about to sink, being covered in water, and in a certain part of the area, there was also a ship known as the Ark. 

Similar, right? 

Shinra thought so, and because of that, he felt Nika's role in the world of One Piece was similar to Noah's. 

The god, in this case, was probably the planet, Shinra thought. 

"How cruel..." 

Yet, he had to say this planet was cruel, but at the same time, this world was also polluted, especially due to the World Government and the World Nobles, but fortunately, the majority of them had been cleaned up by Luffy and everyone, leaving only those who were strong, as the weak were just wasting the resources. 

Still, after this, what would happen? 

"What will you do?" Nami asked curiously. 

"Nothing." 

"Nothing?" 

"Yes." 

"...." Everyone. 

Shinra had taken control over the World Government, the Marines were also more or less under him, the CP was also, and he also had many businesses that had branched out in various parts of the world, whether it was the New World, the first Grand Line, the East Blue, the North Blue, the South Blue, and even the West Blue. 

His feats, which made him able to take down many Four Emperors with ease, as he brought the victory to the Marines from the pirates, were seen by everyone. 

Yes, this victory might not be perfect, as he let Luffy and the rest of his group run away, but he did that deliberately, as he needed Luffy and the rest to work as the bad guys in the world. 

Pirates. 

No matter how one tried to make this term beautiful, even if it was Luffy, the result was the same: it was a derogatory term, a criminal, a villain in this world. 

Even if somehow Luffy was able to overthrow the World Government, could he even rely on those pirates to govern? 

No. 

Shinra had a conviction that it was impossible for those pirates to take care of the world after Luffy had overthrown the World Government, and led those civilians "properly." 

Then again, Shinra was curious.

Was it better to be ruled by a pirate, or was it better to be ruled by the World Government? 

"What do you think?" 

"...." Everyone. 

If Shinra wasn't there, then who would be better? 

World Government or the Pirates? 

When they were asked such a question, they couldn't give an answer at all! 

After all, depending on the place, the influence of the World Government wasn't that great, but the pirates were just vicious, like in Nami's place, which had been haunted by pirates for so many years. 

"By the way, what about the ocean? Will the world continue to sink?" Robin asked. 

The problem of the World Government or pirate, which one was a better government, didn't matter for Robin since she knew that it would be Shinra, the father of her son, who would govern this world, but what she was most concerned about was this world, whether it would continue to be sunk or not. 

"Frankly, I am not sure. All the answers are in One Piece, after all." 

One Piece. 

This was the goal of every pirate, and the one who discovered it would become the King of Pirates, the title that everyone sought the most. 

Yet, Shinra felt that this was also the clue, or the tool that would save the world from being sunk. 

Still, he didn't think that it would work so easily, and even if the One Piece was discovered, Luffy, or Nika, definitely wouldn't save the world as soon as possible since if he did, then he would bring the advantage to the World Government, so if he wanted to save the world, the World Government had to be destroyed first, and everyone, especially those who followed him, was eager to do that. 

Shinra didn't hate Luffy, nor Nika, as those two just wanted to fight the evil World Government, but this organization was as good as his, especially after he returned, whether it was Im, the Five Elders, the God's Knight, and everything below was under him. 

More importantly, with him as the leader, could Luffy and his group even win? 

Yet, the word "give up" was never written on Luffy's brain or Nika's mind, so even if it was hard, all of them would fight together toward liberation with everyone! 

Unfortunately, the process wasn't as easy as it seemed to be. 

Why was it hard? 

It was because among his allies, many of them were fighting against each other. 

"DIEEEEEEEEEEEEEEEEEEEEEEEEEE!!!!" 

BOOOOOOOOOOOOOOOOOOOOOOOOOMMMMMMMMM!!!!
