The radical faction was more trouble than they were worth. In the original timeline, Itachi had slaughtered them all—non-combatants included.
Now? Salvageable assets.
Sasame already had a destination for them: his future organization.

He smirked. But this rebellion won't go as you expect.

Zabuza, a former Seven Ninja Swordsmen, rebelled against Yagura's tyranny.
Haku, a Ice Release user, became his loyal subordinate.

Despite Zabuza's feats (battling Naruto, Sasuke, and Kakashi simultaneously), Sasame's real target was Gatō.
