The issue was resolved as all of it was simply a joke and I was the only one who didn't understand all the conversation between the both of them.
Although I don't think I was in the wrong. I would admit that it was quick of me to jump into an assumption that it wasn't a joke. Because from the way they both talked, it seems like both of them know each other very well.
The innkeeper then invited the both of us to sit at the same table as him, as he seemed like he wanted to talk to Zavir and me. I have no idea what it's about but it probably be just some catching up with the current stuff that's happening.
So the three of us sat down and the innkeeper began to introduce himself, "Hahaha! Sorry about this earlier, you must be surprised with that question. But I never seen you around the area before?"
"Well that's because I'm not from Skyrim…" I said that without thinking much.
Zavir then interrupted our conversation, "Elan, don't you think it's a bit rude for you not to introduce yourself, where's your manner honestly."
"Ah! You're right, I forgot about that… I'm Elan Norces, the innkeeper of the New Age Inn. If you need supplies and everything, it's all here." Elan said that as he introduced himself.
With that, I also introduce myself to Elan the innkeeper. After that, the three of us begin to have a conversation together. And I learned a lot from the innkeeper about the settlement and the reason why this place was as big as Jorrvaskr.
And the reason was simple, that was because the elective committee that ran this place decided to build an inn and also several shops underneath. Because they thought that this way, the place would be more secure and safe for the people here.
Apparently there's a lot of thieves around the area and also loot seekers due to its location being near the Dawnstar Ruins. Plus it was to reduce the budget of course to encourage people to set up shop. And to draw even more customers to the place.
So to put it in simpler terms, it's similar to what I had in my original world before. As it has the same concept as the mall basically. Which makes me surprised to think that such a concept exists already in this world.
I can't help but to be impressed and also wonder if the people who suggest all the ideas might be someone from my own world. It might be possible but I dismiss that thought because I have no concrete proof at this time around.

After all of that question, suddenly I could feel the conversation had begun to shift into something more serious. And was not related to me at all.
Elan let out a sigh, "Honestly, I'm glad you return… The committee is looking for strong people like you, Zavir. It's about the plan to defeat the bandits inside of the Dwemer Ruins of Mzinchaleft."
"The committee still hasn't found to hire mercenaries for that? I surely thought that matter had already been settled for when I left a few months ago. To hear it still unresolved means that there's someone powerful there right?" Zavir said that.
"You guessed it right Zavir… The Unseeing Bandit is there and all of our previous attempts fail because of him being there." Elan the innkeeper said that.
Zavir seems surprised upon hearing that name, he quickly replies, "You're joking right? There's no way he is at Mzinchaleft, I thought that he's always at White River Watch… as that's the place he always-"
I feel like I heard that name before but I couldn't really know where exactly the White River Watch is. Though my hunch says it probably be near Whiterun since the location has white in the name.
Elan cut Zavir off, confirming that it was true. "One of the people who survived and was able to return confirmed to have witnessed him, there's only one person who would wear full steel plate armor with greenish-yellow eyes in the middle of his armor."
"If it's true, then my help wouldn't be enough. There's no way I could defeat that guy. My eyes would get plucked out even before I could sheath my sword to attack." Zavir said that as he was reluctant to help from the look of it.
Another new character? How many powerful characters exist in this new Skyrim. As they never really exist in the original narrative of the game before. Making me feel like traveling alone was a bad idea to do and how lucky I was to meet with Zavir.
It made me wonder whether I could actually help Meridia with what she wanted. If everything in this world were powerful, I doubt I could defeat the shade in her temple. But again, Meridia weapon, The Dawnbreaker might help me in my future adventure and maybe completing her quest might give me some status boost.
Meaning my journey to Meridia Temple was the thing I should priotize the most. Other quest or place that I want to visit should be the next thing that I-
My thoughts were interrupted as Zavir suddenly placed his hand into my right shoulder.
"You agree, right to help?" Zavir asked that question to me all of the sudden.
I didn't even know what it was about, "Um? What is this about?"
"It's about joining the quest of killing the bandits in Mzinchaleft, because we certainly could help." Zavir said.
Which makes me even more confused the moment Zavir utters those statements. What led him to think that I would help and I be useful at all. As I am not that powerful at all.
"I don't think I will be joining at all, I couldn't fight at all." I said that hoping that would make them understand.
Yet somehow things turn out differently for some reason.
