This may be a maneuver by Constellation A, who might think that balance is crucial. Constellation A believes that the strong should govern the weak.
When Constellation B went to focus on other cities, Constellation A signaled those under its command to expand wildly.
Thus, the Great Kind Man began constant parasitism, causing more and more people to become the Good People.
Humans grew fewer… becoming a minority group.
And the emergence of the Good People Hall only made the human situation more dangerous. Reporting the vile people around you could earn you rewards, allowing you to attain materials and recognition in this society.
