Meanwhile, Dr. William Birkin, who had also learned about the containment breach in the northern sector, immediately began transferring all of his embryo samples from the Arklay Mountain base to the underground laboratory beneath Raccoon City. The previous facility was now redirected to focus on developing the Alpha strain — a prototype virus that would later evolve into the type responsible for creating the Lickers.
Well, as for the cause of the outbreak itself, that was actually William's doing. He had been deliberately dumping leftover waste from his experiments into the sewage system all this time. Of course, he didn't care about the consequences. If Umbrella ended up facing problems because of it, that wasn't his concern either.
Not long after finishing his work and preparing to take a break in his office, William found a man with slicked-back black hair, dark sunglasses, and a white lab coat sitting casually on one of his sofas. That man was none other than Albert Wesker.
"It seems you're not really dead after all, huh? What are you doing here, Albert?" said William calmly as he went to make some coffee for himself.
"Is that how you greet your friend, William?" said Wesker, who of course remained sitting casually.
"Aren't you afraid that Umbrella will find out you're still alive? Whatever your plan is, I hope you don't drag me into any trouble about what you're trying to do now," said William, slightly cautious toward his friend.
"You don't have to worry, I'm only here for a short while and of course, I won't cause you any problems. Oh, and I suggest you leave this place soon because it seems Spencer is about to make his move to get your serum," said Wesker, warning his friend — well, because for Wesker, this man was still very useful, especially in developing the G-Serum.
"I already know about that, and I have my own way out. Now hurry up and leave my place," said William, a bit worried that his research results might get stolen again.
"Okay, okay, fine. I just came here to check on you and see how things are going around here," said Wesker, seemingly preparing to leave. Well, his original intention was only to copy some data from Umbrella's main server, and as for the G-Virus, he could still afford to wait for the next opportunity since, after all, the G-Virus wasn't perfect yet.
"Before you go, could you give me a blood sample? Since you're already here, it shouldn't be a problem for me to get a sample from you, right?" said William with a hint of curiosity, since Wesker was quite a unique subject — he had survived T-Virus mutation without turning into a monster.
"Hmm, fine," said Wesker, who shortly after handed over his blood sample to William before leaving the place.

Meanwhile, Sergei, who had just returned to Raccoon City, received a request from Brian asking for funding to develop a vaccine for the civilians to combat the virus.
"A vaccine, huh? Fine… but I'll give you a task you must complete after I send you the funds," said Sergei while casually playing with his knife.
Brian stood frozen in place — the truth was, this man terrified him.
"Of course, I'll carry out any task you assign," Brian replied nervously.
"Good. Go and destroy the strange creatures near the dam on the outskirts of the city. Make sure not a single one of them is left alive," said Sergei, his eyes fixed coldly on Brian.
"Oh, and don't forget to record everything. Send me the footage afterward. Once it's done, I'll personally transfer one billion dollars into your account," Sergei added, believing that the combat data would be valuable for Umbrella.
Hearing that, Brian's spirit immediately returned — it seemed he'd found a chance to earn some money for himself through this mission.
"Understood. I'll get it done right away. Should I also deploy the elite team for this operation?" Brian asked carefully.
"I don't want any rumors leaking out, so I hope you understand — just destroy that place and everything inside it, then burn it to the ground."
"Ah, okay — I understand. I'll get a team ready right away," Brian said, preparing to leave. Even though he was pleased about the payoff, he was still terrified at the thought of lingering in conversation with Sergei.
Soon after, Brian headed to the mayor's office; he had just been given the green light from Sergei for the vaccine development funding.
When Michael Warren received the news that he had to allocate emergency funds to deal with the cannibalism outbreak caused by the monsters that were starting to appear, he agreed. After all, this city was something he had built with his own hard work, and of course he wouldn't stand idly by in a crisis like this.
Besides, doing nothing would seriously damage his political image if he kept letting things slide. Still, if the situation got out of control he was already prepared to flee the city.
After Brian had secured everything he needed, he immediately called Allen with the update.
"Hmm, nice work — looks like I'll have to call you 'senator' soon," Allen said over the phone.
"Hahaha, thanks. But I've got a problem too: Sergei's ordered me to deal with the contaminated area near the power plant and the dam," Brian replied.
"Hmmm alright, you can wait a few days — I might be able to make some vaccines for the police officers who'll be sent on the mission. And remember, I expect you to transfer the funds for those vaccines," Allen told Brian.
"I know — don't worry, that's easy. Glad to do business with you, Allen," Brian replied.
"Haha, sure, Senator," Allen said sarcastically, then hung up.
After that he returned to watching TV with Rebecca and the others.
"Thanks, Allen. With this, I think we can prevent the virus from spreading any further," Rebecca said, still hopeful that the city could be saved.
"Well, at least this is the only thing we can do to help people," said Allen as he hugged Rebecca's body.
"Oh yeah, can you help me later to prepare the antivirus for the police officers to use in the future?" Allen asked Rebecca.
Rebecca, of course, nodded. "Of course, I'd also be very happy to help," said Rebecca.
After that, Allen looked at Ada, who was eating popcorn. Yeah, he had already heard the news that the dam in Raccoon City was most likely infected by the virus, so of course Allen had already stored enough water supplies for at least the next month.
"Oh yeah, by the way, I met your partner in the field," said Ada.
"Mmm, what do you think of Leon?" Allen asked, a bit curious.
"Yeah, he looks like a very nice and naive guy, but very easy to manipulate," said Ada while looking at Allen. She felt that Leon and Allen weren't that different, but maybe that was exactly why she liked Allen so much. But unfortunately, this man was a womanizer.

"Well, he still needs a lot of life experience. I'm sure he'll become more mature in the future," said Allen, sounding like he understood Leon perfectly.
"Well, I think you also need more life experience," said Svetlana as she pinched Allen's cheek. She felt that Allen just couldn't grow up and preferred to fool around.
"Ouch, ouch! That hurts!" said Allen while rubbing his now-reddened cheek.
"Hahahaha!" the women burst into laughter at the sight.

Four days had passed, and Allen had finally produced enough antivirus doses for the police officers who would be heading out on their mission to the northern area of Raccoon City the next day. With Rebecca's help, Allen brought the antivirus supplies to the R.P.D.
"Do you guys need a hand?" asked Leon, who happened to see Allen and Rebecca carrying several boxes of medical supplies.
"Sure, you can grab the rest from the car — there are still a few more boxes in the back," Allen replied.
"Got it," Leon said before heading to the parking area where Allen's car was parked to fetch the remaining supplies. Moments later, he returned to the room where Allen and Rebecca were, carrying the last of the boxes.
"Where should I put these?" Leon asked.
"Oh, you can just set them on the table," Rebecca answered.
After placing the boxes down, Leon finally got a good look at Rebecca for the first time — and couldn't help but be a little surprised by how beautiful she was.
"Oh, right, I'm Rebecca," she said, introducing herself with a polite smile.
"Oh, hey! I'm Leon. Nice to meet you," Leon replied, still a bit stunned to realize that the youngest member of the R.P.D. was this woman — and not only that, she was an elite recruit, handpicked to join the Tactical Rescue Unit as a field medic.
"Oh, right, Leon — we've got to head back now since there's still a lot to prepare for tomorrow's mission. Could you let Kevin know that the medicine for the operation is ready later?" said Allen, already looking like he was ready to relax again.
"Yeah, no problem. Oh, and by the way, I really wanted to thank you for this. I didn't expect you to actually think of requesting funding to develop a vaccine," Leon said, genuinely impressed by his senior.
"Eh… you don't need to thank me. After all, I made this vaccine using the taxpayers' money," Allen replied with a shrug.
Leon could only shake his head at that response, though he couldn't help but admire Allen anyway. Despite his playful attitude, the man was genuinely kind — someone who went out of his way to help others without expecting anything in return.
"Alright then, I'll be off," Allen said, taking Rebecca's hand as the two of them left the R.P.D. building.
"Okay, take care on the way," Leon called out, before heading off himself to look for Kevin.

Not long after they left the R.P.D., Rebecca turned to Allen.
"Allen, can I join the mission?" she asked, hoping he'd let her come along.
"Are you sure? This mission's going to be pretty dangerous, you know," Allen replied.
"Yeah, I know, but I still want to help. Don't worry, I'll just stay in the back as part of the medical team, so I'll be safe," Rebecca said reassuringly.
"Hmm, alright then… but I still want you to stay alert, okay?" Allen said, his concern clear even though it probably wasn't necessary.
"Oh, by the way, Allen—aren't we supposed to go that way? The apartment's over there," Rebecca asked curiously.
"Oh, I'm planning to buy some extra weapon supplies for tomorrow. I'd suggest you pick up a few guns and ammo yourself — we never know what we'll be dealing with out there," Allen explained.
"Hmm, yeah, you're right," Rebecca said thoughtfully, already considering whether to buy an SMG like an HK UMP or a Uzi.
Before long, they arrived at Kendo Gun Shop — but to their surprise, they found Ada already there, browsing through the weapon racks.
"Oh, welcome, Allen," Robert greeted as soon as Allen stepped into the shop.
"Hey, Robert. How've you been?" Allen replied casually.
"I'm doing fine, thanks for asking," Robert said with a small nod.
Before they could continue, Ada's familiar teasing voice cut in.
"Oh hey, handsome. You here to buy some guns too?" she asked with her usual playful tone.
"Yeah… oh, by the way, Ada, mind helping Rebecca pick out something too?" Allen said, then leaned in and kissed her right in front of Robert.
Robert sighed in annoyance, crossing his arms. "Hey, Allen, did you come here to make out or to buy weapons? Or did you just forget I'm standing right here?"
Allen chuckled. "Hahaha, my bad, my bad. Anyway, you got anything good in stock today?"
Robert rolled his eyes but smirked slightly. "Yeah, yeah. Come on, follow me to the back. I've got some special stuff back there."
Allen nodded and followed him, while Ada and Rebecca trailed behind, stepping into the back room where Robert kept his premium gear.
"Whoa, old man, how the hell did you manage to get your hands on military-grade gear like this?" Allen asked, clearly impressed — this was his first time being allowed into the back room.
"Heh, you can thank yourself for that," Robert replied with a smirk. "You and your people keep buying out my stock and paying above market price. That's how I can afford to expand and bring in higher-quality stuff."
It was true — Svetlana and the rest of the Black Rose team placed large orders almost every week for their training sessions up in the Arklay Mountains. Naturally, Robert's profits had skyrocketed lately.
"Go ahead, take your pick," Robert said proudly, gesturing toward his new collection — a lineup of sniper rifles, assault rifles, SMGs, LMGs, and more, all neatly arranged and gleaming under the dim workshop lights.
Ada seemed intrigued as well. She walked over to Rebecca with a playful smile and said, "Come on, let's find you something that suits you for your next mission."
Rebecca nodded eagerly, following Ada as they began checking out the racks — scanning through pistols, SMGs, and compact rifles, testing their weight and balance. Ada occasionally gave her short comments and advice, her tone confident and teasing as always.
Meanwhile, Allen and Robert continued their chat near the counter, leaving the two women to browse freely among the impressive collection of weapons.
