Some people don't intend to mess things up, but acting as the top dog, they become self-righteous, stubborn, and stick to the rules. They make a fuss as soon as things don't go their way; others only want to be the leader and refuse to play second fiddle. Once they become a supporting role rather than a leading one, they don't offer solutions but problems. Instead of supporting, they sabotage.
Some people only care about their department's interests. Even though it's beneficial on a grand scale, it negatively impacts their department. They would rather see things fail than sacrifice local interests, dragging and hindering the progress.
Others judge matters not objectively but based on the people involved, dividing into "us" and "them," forming cliques, valuing loyalty among buddies, and letting their personal preferences or dislikes for someone dictate their support or opposition to that person's actions.
