In the world of Demons, individual strength reigns supreme.
Aside from a few citylords with fixed abilities, such as Bael, other citylords can all be replaced by someone stronger.
If someone issues a challenge, a citylord may participate in up to five challenge battles per month, and within that limit, they may refuse up to three times.
Naturally, there is no shortage of challengers. The strong live, the weak die, and even the citadel's internal forces do not oppose this.
The citylord is the embodiment of the citadel's strength. As long as the citylord is not excessively foolish, all they need to shoulder is power itself. All other matters are handled by specialized subordinates.
Take Bael, for example. He almost never needs to accept challenges, because his position and status are clearly defined. He exists to open the gate leading to Chaosland, something that cannot be replaced.
