Chapter 111 - KOW Chapter 109 Troops Pointing to the Eastern Continent

"So, Your Majesty is here to recruit people?" Gandalf smiled knowingly.

"The noble families have been quite idle lately; they'd be more than happy to accompany you. As for Madara, he's been out of contact ever since he left for the Pirate World with the Three Generals."

Hōzuki Gengetsu looked up from his work, placing the reviewed documents aside.

"Also, the National Intelligence Agency is now in the works. Hashirama's handling it, setting up operations in the Ninja World. Eventually, they'll manage intelligence gathering for the entire King's World."

Qin Yi raised an eyebrow. This was something he hadn't anticipated. Then again, the shinobi profession was inherently built for stealth, espionage, and assassination. It made sense to have them at the core of the intelligence network.

"Hashirama? I thought he was still focused on unifying the Shinobi World?"

Hōzuki Gengetsu chuckled and shook his head.

"You know how Hashirama is, too soft. If it were Madara, the war would've started already. Hashirama still dreams of peace and unity through understanding, trying to reconcile the Five Great Nations with kindness and diplomacy."

Qin Yi couldn't help but laugh and sigh at the same time. "Still, he's made progress. He's already brought some people over from Konoha," Gandalf added, smiling.

"Oh?" Qin Yi leaned forward, intrigued. "Who did he bring?"

"The Uchiha Clan, along with a few scattered shinobi clans. The numbers aren't large, but the impact is significant. It even caused a huge argument between the Senju brothers, Tobirama was absolutely livid."

"The Uchiha?!" Qin Yi was momentarily stunned, then visibly delighted.

Konoha housed many powerful clans, but the Uchiha were at the top. With Madara and now the Uchiha under his banner, it was a major win for the Qin Nation.

Activating his King's Power, Qin Yi summoned a vision: silhouettes began to take shape, their eyes glowing with the crimson hue of the Sharingan, tomoe spinning like gears of fate.

"Incredible. Hashirama really moved the entire Uchiha Clan here."

Conquering the Dragon Emperor World was both simple and complex. The world wasn't physically vast, yet its size rivaled Earth from Qin Yi's previous life. Its nations were numerous and fragmented. Still, he didn't need to conquer the entire planet, just the dominant forces that controlled it.

"Your Majesty," Gandalf offered, "if you're planning to subdue the Otherworld, you can rally the major clans here. They'll gladly provide troops."

Qin Yi nodded. Without further delay, he stepped out of the office with General Yang and gave the order:"Summon the clan leaders to the Qian Kun Palace."

A quarter of an hour later, inside the grand hall, General Yang sat quietly at the edge of the gathering, visibly tense.

From every direction, he felt the immense aura emanating from the gathered figures, each one a being of unfathomable strength. What shocked him even more was that this level of power was normal in this nation.

"Your Majesty, what would you have us do?" Uzumaki Nagase asked with respectful clarity, while the thirty or so clan leaders listened in attentive silence.

"We're deploying troops," Qin Yi said calmly. "Our targets are several minor nations, mostly civilians with modest martial strength. There will be obstacles, but nothing we can't overcome."

"I'll need your clans to send out your finest shinobi."

His tone was steady, but firm. With support from domestic forces, bringing the Dragon Emperor World under control was now a matter of time.

The clan leaders exchanged glances, then nodded without hesitation. 

"Rest assured, Your Majesty. We'll handle it at once."

Qin Yi waved them off, signaling them to go.

Though the Kingdom's military and political systems were still being built, this method, direct recruitment, was the most practical for now. According to Gandalf and the others, the framework of the nation was steadily taking shape. Once all sectors were linked, operations would become much smoother.

As most clan leaders exited, one man remained, a calm figure in a traditional kimono, the symbol of a mountain emblazoned on his back. He was the current head of the Uchiha Clan.

"Your Majesty, how is Madara faring?" he asked.

"He's currently deployed in another world, handling matters smoothly," Qin Yi replied with a nod.

The Uchiha leader gave a respectful bow and quietly left.

Within just three hours, the clan leaders had finalized their troop selections. When Qin Yi and General Yang arrived at the Realm Gate, more than three thousand elite shinobi stood in formation, their eyes sharp and bodies brimming with power.

General Yang stared in awe. These individuals weren't just soldiers, they were living weapons, each one a force of nature. In their presence, he, a regular human without powers, felt deeply out of place. There was nothing to say. Just reverence and silence.

Qin Yi walked forward, his gaze sweeping across the assembled crowd. All the clan leaders were present, personally taking charge of the deployment, a sight that earned his silent nod of approval. These were seasoned, intelligent leaders. He hadn't offered them any incentives or rewards, yet their dedication and drive were evident.

Once integrated into his nation, individuals were subtly influenced by the structure and ideology of the state. They became more proactive, more mission-focused. But this transformation didn't alter their core essence. At their heart, they remained who they were, ambitious, self-interested, and politically savvy.

While he was present, his authority kept their instincts in check. But once he left, their true natures would inevitably begin to surface.

"Since everyone's gathered, let's move out." Qin Yi said calmly, stepping ahead alongside General Yang.

With a breath, the world shifted. Qin Yi was once again standing on the soil of the Dragon Emperor World. Behind him, the three thousand elite Shinobi spread out, taking their designated positions.

Given their numbers, the formation sprawled across rooftops, streets, and open terrain. It created a sense of chaotic energy, but not disorder, more like a tempest gathering strength.

"General Yang." Qin Yi called out.

General Yang stepped forward swiftly. "Your Majesty?"

"Take the clan leaders and find a suitable location for them to settle. Help them get oriented with the local terrain, people, and power structures."

"In three days, I want the Eastern Continent brought under control." His tone was firm, each word heavy with command.

This world was split into four primary regions: the Eastern, Western, Southern, and Northern Continents. To Qin Yi, they were territories awaiting integration into the grand framework of the King's World.

"Understood!" General Yang responded with conviction, then turned to lead the clan leaders away to begin the task.

With the arrangements underway, Qin Yi stretched lightly and returned to his quarters to rest. He had already opened the gates to conquest in this realm. Unless something unexpected occurred, the clan leaders and generals under Qin's banner would efficiently complete the mission.

All he needed now was to steer the broader strategy, to remain the hand that guided the helm. Of course, there was still one world he longed to reach, yet remained just out of reach: the Pirate World.

To reach it and freely traverse back and forth, he would first have to establish a Realm Gate. But that required founding a stable nation within that universe, a feat far more difficult than in the current realm. The Pirate World was unpredictable, filled with wild ambition and chaotic power.

Three hours later, General Yang stood before the clan leaders in a hastily prepared strategy hall. Taking a deep breath, he looked around at the powerful figures seated before him, then began to speak slowly and clearly.

"It is an honor to stand with all of you, esteemed clan leaders. I will now present His Majesty's vision for this world, and the role each of you will play in shaping it."
