Either at least a sixth-rank Divine General level Artifact Refiner painstakingly creates it.
Or at least a sixth-rank Divine General continuously nourishes a sixth-rank odd weapon with their life, infusing it with their comprehended Realm, ultimately allowing the sixth-rank odd weapon to ascend to the seventh-rank odd weapon or even become an eighth or ninth-rank treasure.
The latter is the path of a 'Life-bound Divine Weapon', nurturing only one or two such weapons in a lifetime for a sixth-rank Divine General or even a seventh, eighth, ninth, or tenth rank—any more is beyond reach.
