After the Five Kage Summit ended, Makoto immediately flew back to Konoha with Ayari and Ayano.
The two women had more or less enjoyed themselves to the fullest, and when they distributed gifts to their family members, everyone was delighted.
Makoto thought that he could take his family on trips more often in the future.
Since he could fly, traveling back and forth was quite convenient.
Upon returning, Makoto, in his capacity as Hokage, sent a letter to every nation in the world, demanding that they come to Konoha within a week to pledge their allegiance.
At the end of the letter, he explicitly stated that the Third Tsuchikage had refused peace and perished as a result.
There were many small countries on the map, but very few neutral ones—most were subordinate to the Five Great Nations.
That was why he had chosen to convene the Five Kage Summit first, as it saved him a lot of trouble.
If he had simply sent letters outright, there was a chance he would have ended up creating an anti-Konoha ninja alliance.
Of course, Makoto wasn't afraid of that, but handling it would have been a hassle.
As soon as Konoha's letter was sent, it caused massive upheaval across the entire world.
News of the Five Kage Summit had already spread, and many were utterly shocked by the outcome.
For a thousand years, wars had been endless among the great and small nations, yet never had there been an era of true unification.
Was Konoha—was the Hokage—truly about to accomplish this monumental feat?
After Hakumen piloted the Brutal Justice back to Konoha, the massive titan was stationed just outside the village, allowing the entire population to witness its true form.
After that, Makoto did not rush to address the people of Konoha.
Instead, he let the rumors and discussions spread freely while he busied himself with government affairs, making plans for the future.
It wasn't until the day before the ultimatum he had given to the nations expired that Makoto convened a general assembly for all Chunin and higher-ranked ninja in Konoha.
The meeting took place in an open-air plaza.
Makoto hovered alone in midair while the densely packed Konoha ninja below all looked up at their Hokage.
For days, rumors had been spreading like wildfire—tales of how the Hokage had single-handedly slain the Tsuchikage during the Five Kage Summit and subdued the remaining three Kage.
Everyone believed that Konoha would never be the same again.
The entire ninja world would never be the same again!
Makoto delivered a rousing speech, declaring that in the future, there would no longer be Five Great Nations or Five Great Ninja Villages.
There would only be one singular empire—a millennium, a ten-thousand-year reign!
The chaotic state that had persisted for a thousand years would come to an end.
The future would belong to Konoha alone!
With the Brutal Justice standing tall in the skies outside Konoha, the ninja below were filled with passion.
A deafening chorus erupted, shouting the Hokage's name, shouting the name of this new era.
The next day, Konoha's main gates were thrown wide open.
Under the watchful eyes of Konoha's citizens, envoys from various nations began arriving, one after another, stepping through the gates.
With each new delegation that entered, the crowd lining the streets erupted into cheers.
The same was true for the Lands of Wind, Lightning, Water, and Earth—without exception.
When their delegations arrived, the cheers of the Konoha people grew even louder.
This outpouring of emotion was entirely spontaneous from the citizens.
It was the triumphant cry of the victors.
Many of them had lived through the era of war, had lost family members or friends.
In the past, Konoha and the Land of Fire had always been on the defensive, always the ones being invaded.
None of them had ever imagined such a day would come.
To them, this was not just Konoha's achievement—it was the achievement of their current Hokage!
Many delegations arrived today, but naturally, some nations refused to come.
Regardless of whether they were neutral or not, Makoto had no intention of letting them be.
The Brutal Justice would pay them a personal visit—to make the world understand that there could only be one ruler!
Makoto was incredibly busy.
Day after day, he remained occupied, working to absorb and integrate the many nations under his rule.
He was no longer just a village chief—he was now the sovereign of an empire.
Thus, he began delegating authority, promoting many promising talents whom he deemed worthy.
The future world could not be governed by him alone.
The integration and reformation of the nations, the restructuring of their governments, the transformation of the ninja system, and the upcoming coronation ceremony...
There was too much to do.
All of it would take time—Makoto estimated that it would take at least six months before everything was fully stabilized.
Perhaps it was reckless of him to push everything forward so quickly, but the truth was—he simply couldn't wait any longer.
That night, Makoto was still at his desk, unfinished work piled before him.
Leaning back against his chair, he felt mentally and physically drained.
There were too few people who could share his burdens.
Most of the village's ninja were nothing more than mission-driven machines, unfamiliar with governance.
Makoto had considered the Nara clan, but he soon realized that not every Nara was as intelligent as Shikaku or Shikamaru.
In the end, he decided to reinstate the former ministers and officials of the Land of Fire.
After the rebellion in the Land of Fire was quelled, Makoto had chosen not to dismiss them, instead keeping them on to assist with state affairs.
As Samui massaged his temples, easing some of his exhaustion, a knock suddenly came at the door.
The one who entered was Hyuga Tokuma.
"Lord Hokage."
"What is it?" Makoto asked without even looking up.
"Are you still coming to the clan tonight? Everyone is waiting for you to preside over the clan meeting."
Makoto let out a heavy sigh, irritated. "Hell no, I'm not going."
"But…" Tokuma hesitated, clearly having been instructed by many before coming here.
"But what? I said I'm not going!"
Makoto grabbed the pen on his desk and threw it at Tokuma.
"Get lost, and tell those old geezers to stop bothering me."
With the founding of the nation imminent, no one was more excited than the Hyuga clan.
They were about to become the royal family—how could they not be thrilled?
The elders had been constantly gathering the clan members for meetings, discussing various matters related to the future empire.
They even started debating the country's name, bombarding Makoto with numerous suggestions.
Most of the names they proposed were meant to highlight the Hyuga clan, as if they were afraid the world wouldn't know who the ruler of the new empire was.
In the end, Makoto made the final decision—the empire would be called the Sun Empire.
After Tokuma left, Samui softly said, "Lord Hokage, don't get so worked up. They're only trying to help ease your burdens."
"They're just making things more complicated for me," Makoto said irritably.
He was now truly experiencing what it meant to have one person rise to power while everyone around them reaped the benefits.
"It's already late. That's enough for today—you should go home and rest," Samui suggested.
"I don't want to go back."
It wasn't just him who was busy now; even the women at home had their hands full, especially Ayari.
She received invitations every day, and even the children mentioned that whenever they went out, unfamiliar kids their age would try to befriend them.
Every time Makoto returned home at night, he had to deal with all kinds of trivial matters, which only added to his frustration.
Ayari understood how exhausted he was, so she no longer minded if he chose to sleep in the Hokage's office.
"Then how about coming to my place?" Samui asked softly.
"The three of us can take care of you."
Makoto didn't respond immediately.
Instead, he closed his eyes to rest.
After a moment, he suddenly opened them and asked, "Where's that little gadget I asked the craftsmen to make for me?"
Samui walked into the resting room and came out holding a small box.
She opened it and placed it on the desk.
Inside the box was a metallic object, shaped like a pointed top, with an incredibly smooth surface.
The other end featured a circular base.
"Lord Hokage, what is this?" Samui asked curiously.
It looked like some kind of ninja tool, but she had never seen anything like it before.
Makoto's expression turned somewhat strange, but he simply said, "Something fun."
As he spoke, he rummaged through the drawer of his desk and pulled out the small wind chime he had bought earlier in the Land of Iron.
He removed the string loop from it and then attached the metal ring to the base of the metallic object.
Makoto held it in his hand and gently shook it.
Ding-ling—
A crisp, pleasant sound rang out.
"Tonight, I'm going to Tsunade's place. I haven't seen her in a few days."
"Alright," Samui replied.
