If Roar was in the wild, where he is constantly being hunted and has to fight every day for his survival, growing stronger would be his highest priority.
But Roar is not in the wild. He is living a good life.
From when he was just a puppy, he had eaten his fill of meat without having to work for it. Now he is in a safe place where he can afford to sleep all day. So he has no motivation to enhance his power.
Arthur sighed to himself and said, "Not that he is wrong to be afraid. There is indeed a risk of death. Considering his talent, it might be a good idea for him not to risk his life."
He understands where Roar is coming from and why the dog is like that. But as someone who wanted a powerful steed, he doesn't want Roar to stop growing stronger.
He said to himself again, "I guess I will have to forget about getting a powerful pet or just get another pet to lay my hopes on."
