Li Zhen Ting's rebuke startled Secretary Meng.
He looked somewhat puzzled towards Zhao Guangxian, then towards Lu Zhizhong.
He saw that Governor Lu's expression remained calm, unchanged by Li Zhen Ting's reproach.
"Governor Li, what are you doing?" Lu Zhizhong asked calmly.
