In fact, the F-14 indeed has this potential.
During its design, the F-14 retained several heavy load points, with a theoretical maximum payload capacity exceeding 6 tons, it can definitely carry various ground-attack munitions.
Moreover, the F-14's onboard electronic equipment has good expansion capabilities.
The only thing lacking is the related control program.
A few years ago, the Newland Navy conducted tests, allowing the F-14 to bomb ground targets with iron shell bombs, and its bombing accuracy was barely acceptable. If the fire control software is upgraded to gain illumination guidance capability through an external pod, the F-14 can surely become a qualified attack aircraft.
However, the related improvement work has never been carried out.
At least there is no intelligence in this regard.
