"Perhaps we could shift our focus away from the Empire, find ways to provoke conflicts between the Guel Alliance, the Free Federation, and the Empire, and by combining the military forces of our three nations, we could naturally suppress the Empire's Invincible Fleet.
"Of course, we don't need to start a war directly. We just need to cultivate a spokesperson within the Empire, using this military force as a deterrent to ensure the success of a revolution or rebellion.
"As long as a single group of rebels gains a foothold, the Empire will pay a heavy price for their unchecked behavior over the years."
