Senator Cleveland was quite satisfied; getting a sum of money in advance is always better than nothing, but he also sensed something else in those words.
Lance was not going to obey him unconditionally. He originally thought Lance would supply the money himself, but now it seems the money was squeezed out of the Kodak family.
Regardless, Senator Cleveland had no sense of guilt about any of it; it's not like he did it himself, it has nothing to do with him at all, and the money will be deposited into his hands very cleanly, so how could he feel any guilt or unease?
Only poverty and having no money would make him uncomfortable, not the presence of money.
