Charlie and Hunter had long seen the police force as a ladder for them to climb higher. Director Bru's actions were equivalent to destroying that ladder and giving it to others, how could they possibly forgive that?
However, as long as Lance didn't collapse, they couldn't easily make a move against Director Bru, and leaving him there now was also a warning to others with ulterior motives.

Regardless of what kind of Golden Port City or power Charlie and Hunter faced, at least within the police force, they called the shots!
