Charlie's decision to run for municipal councilor indeed caught Lance by surprise, but after giving it some thought, perhaps this was his way to regain control of the Golden Port City police system through another method.
If one were to control the entire police system merely as an ordinary elder, there would always be some people who would show dissatisfaction.
However, a municipal councilor getting involved in the work of the police system, although perhaps not quite appropriate, could at least be justified, and the law also supports him in doing this.
Hunter collaborated with Charlie inside the police department, and they were able to control the largest law enforcement agency in Golden Port City.
"The Bay Area Hound seems to need a name change, 'Bay Area Fox Hunting' might be more fitting!"
