Morgan began his career in the U.S. Army and spent many years working as a spy for the Defense Intelligence Agency. Because of his remarkable skill and cruelty, many people fear him. After his retirement, he served as a consultant for the International Pharmaceutical Alliance.
In 2001, Morgan capitalized on a wave of public opinion to call on Congress to take stronger action in response to the growing threat of bioterrorism, triggered by the release of biological weapons into the black market following the collapse of Umbrella. He advocated for the creation of a special agency to address this issue.
At his request, Congress passed the National Biodefense Law and established the FBC. Morgan was appointed by the National Security Council as the FBC's director and the national bioprevention chief.
Firmly entrenched in these positions, Morgan became a major player in the international fields of public health and biodefense.
Not wanting to stay at home all the time, Javier decided to join the BSAA so he could spend more time with Jill. Their moments together were brief, but Chris and Jill had been growing closer.
After Han Long joined the BSAA, both Chris and Jill were thrilled.
"I didn't expect you to give up being a well-paid bodyguard and come to us," Chris joked.
"The Azure Dragon Company has always funded the BSAA. I'm just here on behalf of the company and as an observer to see how things are going," Javier replied with a smile.
"Then you're welcome. Chris told me about your current strength. Your presence will be a great asset to us. Even Wesker wouldn't be a match for you," Jill said with a grin.
Chris and Jill were curious whether Javier had been injected with any kind of virus.
"I didn't take anything like that. I don't want to become a monster. Our company developed an enhancement drug, but it's not a virus," Javier explained.
Thanks to the research of Excella, Annette, Dr. Bader, and others, the Azure Dragon Company had thoroughly studied all known viruses. They managed to isolate and separate the toxic components from each virus.
Javier referred to the enhancement as "Azure No. 1." Unfortunately, the production rate was extremely low, making mass production impossible. So far, it had only been administered to five elite squads.
The three of them—Jill, Chris, and Javier—reunited and talked for a long time. Enrico, Barry, and Rebecca had also joined the BSAA, but they weren't present that day. Barry had returned home, so the trio celebrated on their own.
After joining the BSAA, Javier participated in several missions. They were all minor operations without any real challenge, which left him feeling bored.
That boredom lasted for about half a year, but during that time, his relationship with Jill grew significantly closer. Javier often asked Jill out, and the two of them even started excluding Chris. Chris was a fight maniac—he would jump into any mission at the first opportunity.
One day, while Javier was talking to Jill in the office, Clive R. O'Brien, the head of the BSAA, walked in and said, "Everyone, get ready for combat. Bring your weapons and prepare to move out."
Javier and Jill immediately geared up, grabbed their weapons, and headed to the meeting point. Many agents were already there. It appeared that everyone who wasn't currently deployed had been summoned.
Clearly, this mission was serious—otherwise, such a large-scale mobilization wouldn't be necessary. Clive stood at the front and addressed the group:
"Just now, the terrorist organization Veltro launched an attack on the floating island city in the Mediterranean—Terragrigia."
"They've carried out a biological attack, unleashing hordes of monsters and the T-Abyss virus throughout the city. Terragrigia has quickly become hell on Earth."
Everyone was shocked. Jill gripped her weapon tightly—it reminded her of Raccoon City.
"Our mission is to assist the FBC in evacuating civilians and neutralizing both the terrorists and the bioweapons."
With that, Clive ordered everyone to board the helicopters.
Once airborne, Javier studied the mission intel. All he knew was that Veltro was a mysterious and dangerous terrorist group.
They had used bioweapons to attack Terragrigia—an artificial island with no significant military or government presence, only civilians.
The helicopter soon arrived over Terragrigia. From the sky, Javier could see terrified civilians running for their lives, with Hunters chasing them down.
Some FBC agents were engaged in combat with the Hunters, but they were suffering heavy casualties. Other helicopters flew above, carrying containers that likely held more bioweapons.
Seeing this, Javier seized the rocket launcher onboard and fired at one of the helicopters. The rocket struck its target, which began smoking before crashing to the ground and exploding.
Unfortunately, ammunition was limited. Javier fired all the helicopter's rockets and managed to bring down only five enemy helicopters.
His teammates were impressed. Jill shot him a smile of approval, which made Javier feel proud. The helicopter landed on the roof of a building, and everyone disembarked.
Clive assigned Jill to lead the civilian evacuation effort, while he took Javier inside the building, where more people were still waiting to be rescued.
The two descended from the rooftop and made their way into a corridor. When the people inside saw Clive and Javier, they looked up.
"Morgan, please evacuate immediately. It's extremely dangerous here," Clive said over the phone. Morgan didn't seem worried. He spoke calmly and gave his location.
After a brief conversation, Morgan ended the call.
"Clive, you're finally here."
Clive looked at Morgan with urgency. "Now's not the time for small talk. Let's chat once we're out of here."
"Let me introduce you to my most outstanding subordinates—Raymond, Jessica, and Parker," Morgan said, gesturing toward the three standing nearby.
"This is Javier, the person with the highest combat effectiveness in the BSAA," Clive added.
