Chapter 255 - The Civilization of the Honkai Dimension Officially Forms

"Here." Selene extended the Complete Book of the World · Rongo Rongo toward Sebas. "The Capital's new expansion—you'll oversee its design."

The highest authority beneath Selene herself had already been conferred upon this newly evolved Complete Book of the World. Once granted her authorization, the book's holder could exercise a portion of Selene's dominion.

Of course, the Honkai Dimension still operated according to Selene's supreme will. Should the temporary holder's commands ever conflict with hers, the book would simply refuse to execute them.

"Entrusted... to me?" Sebas asked, momentarily taken aback as he accepted the tome from her hands.

"Yes, to you," Selene said with a faint smile, sipping her tea. "And if you wish, the administrative planning for the entire Empire's territories can also be placed under your supervision."

"You've always boasted of your studies at the Academy of Fine Arts Vienna and Architecture Academy, haven't you? I'm sure you're far more skilled in this area than I am. So, it's yours."

Sebas fell silent for a moment, then smiled faintly—an almost mischievous smile. "Then, Your Majesty... please await the old servant's masterpiece."

With that, he spread open the Complete Book of the World and began outlining his grand vision for the Empire's restructuring.

"Your Majesty, look here—the southern mountain range cuts through north and south, gravely hindering east-west communication..."

Compared to Selene's earlier minor adjustments, Sebas's modifications were far more ambitious—and far more refined.

The mountain barriers that once hampered the transport of grain, military deployments, trade routes, and centralized governance were all opened. Valleys transformed into vast passes; rugged peaks gave way to new arteries of civilization.

Centered upon the Imperial Capital, the Empire's new infrastructure took shape. Each provincial capital became a hub, while the great highways linking these hubs formed a vast network crisscrossing the land—an intricate web enveloping the entire Imperial continent.

Roads widened, reinforced, and extended endlessly. Every main thoroughfare branched into countless smaller paths. Where once narrow, eroded roads had restricted movement, now stood smooth, solid highways—compressed and reinforced by Selene's godlike manipulation of nature.

Under Sebas's meticulous and obsessive precision, even the road standards were unified—no matter the terrain or environment, everything adhered to one flawless imperial specification.

The finer touches—the artistry, the architecture, the unique regional aesthetics—would later be refined by human craftsmen.

Across the Empire, the people stood in stunned silence, their eyes wide and mouths agape, witnessing what could only be described as divine power at work.

The scale of transformation defied imagination.

Though no official decree had been issued, the common folk naturally linked these miracles together: the execution of the corrupt Minister Honest, the assassination of the debased emperor, and now the rise of the new sovereign—Empress Selene.

And with the unification of the Empire came the descent of divine blessings.

The people truly believed that Selene was Heaven's chosen ruler—some even whispering that she was the incarnation of a goddess.

In that instant, their reverence and awe toward Empress Selene deepened beyond measure.

Watching Sebas work through the Complete Book of the World, Selene couldn't help but mutter to herself, What a sight...

Indeed, supernatural power was an unparalleled tool for development. What once would've required the full might of an empire and a hundred years of labor could now be accomplished with a few gestures inside a palace.

Even Selene herself found the result astonishing.

"So be it then, Sebas. I'll leave everything in your hands."

"Milady, these are merely preliminary drafts," Sebas reminded quickly as Selene stifled a yawn. "The finer details will still require the cooperation of regional officials to complete."

"Understood," Selene replied lazily. "Any officials who refuse to comply—deal with them directly. Inform Kinshasa and the warden of the Imperial Prison. They know how to handle such matters."

"If those rats think they can get away with slacking off, show them what happens when they test your patience."

Selene understood perfectly. Even with the new Complete Book of the World, no system was flawless—minor human inefficiencies would remain.

But this level of transformation was already more than enough. The rest—the finishing touches—would be handled by those beneath her.

Although Selene could have personally handled every detail if she wished, she had neither the time nor the inclination—nor was it necessary.

The grand framework had already been laid. Any oversights could easily be resolved later by regional governors and local administrators.

After all, if Selene and Sebas were to personally oversee every aspect of construction and reform, then what purpose would those officials serve? Surely not just to collect salaries and idle away their days.

Selene was the empress; her duty was to chart the grand direction. The rest naturally fell to those beneath her.

What? Someone claims they can't handle it? Simple—replace them.

"Yes, Your Majesty. This old servant understands. Please rest well. By tomorrow, Your Majesty shall behold a new Imperial Capital," Sebas said respectfully, closing the Complete Book of the World and placing a hand over his chest in salute.

"Yaaawn~ Very well, I'll leave it to you. Arisa, let's go," Selene said, stretching lazily as she turned to leave the Hall of Mental Cultivation and head toward her private chambers.

To move the entire Akame ga Kill world's continental plate into the Honkai Dimension's supercontinent—without disturbing its inhabitants or damaging its law imprints in the slightest—had taken immense concentration and power.

Now, with a complete civilization successfully transplanted into the Honkai Dimension, life had begun to flourish there. Thus, the Honkai Dimension civilization had officially been born.

The next phase would focus on military-industrial development and Imperial reconstruction, with the most crucial goal being the grand expansion of the Astartes Legion.

Perhaps it was time to test their might through a few small-scale world conquests.

And... Mine should have already joined the frontlines by now. As for Type-Moon... it was time to attempt transmitting her influence there.

...

Click... clack...

Walking down the corridor toward her sleeping chambers, Selene's thoughts wandered. Many of the palace halls she passed remained sealed and unused.

Once, the Imperial family had been vast—palaces sprawled endlessly across the capital. But after Honest's rise to power, he had executed nearly all of them, leaving only the Young Emperor as the final heir.

How ironic... Truly, power was the only foundation of everything.

"Your Majesty..." The chief maidservant stationed outside the sleeping chambers looked momentarily stunned to see Selene returning so early in the day. Over the past month, Selene had never retired before midnight.

But upon noticing the exhaustion written clearly across her face, the woman immediately came to her senses and began calling for attendants.

"Quickly! Prepare the evening meal and the bath! Her Majesty is weary—she needs rest at once!"
