Refugees are the lowest class in Qingming, even lower than those holding residence status. This group of refugees must go through a ten-year review period, work hard and diligently, successfully refine their bodies, and meet all conditions before they can be upgraded to blue second-tier Qingming citizens, or else they become white third-tier Qingming citizens.
