Not even All Might could stop him now. Midoriya looked up at the countless so-called "pro heroes" hanging in the air, restrained. They were the failures—unworthy of the title.
The next step was to strip them of their Quirks forever, taking away the only thing that made them "heroes."
"Midoriya… what's the point of all this…?"
All Might lifted his head, staring at Midoriya Izuku—the boy he had once admired and praised. Now, that same boy had become an even more terrifying demon than All For One.
"Bringing change through cruelty and violence will never lead to real peace. You've killed so many people… whether villains or pro heroes. Now, all people feel toward you is fear."
"You're right."
Midoriya didn't deny it. He knew better than anyone what his actions meant. Sitting on a pile of rubble, the remains of a city destroyed by battle, he continued, following All Might's words:
"In this battle in Tokyo, a total of 7,365 pro heroes came, including you. On the enemy's side, there were 3,871."
"Out of them, I killed 2,731 villains and 583 pro heroes—all of them guilty of unforgivable crimes."
"I remember every single one of their crimes. None of them escaped judgment."
"I personally executed those who deserved death, but just as you said… now, to the people of Japan, the only feeling they have left for me is fear."
Midoriya's massacre had been broadcasted on every television screen. The gruesome killings and mountains of corpses had burned into everyone's minds.
After witnessing a demon slaughter thousands of people with such cruelty, who would dare to worship him?
Now, people could only tremble in fear. If even All Might couldn't defeat Midoriya Izuku, then if this terrifying demon decided to do something even worse, no one could stop him.
All Might had become the "Symbol of Peace" because he spent decades building a bond of trust with the people. Everyone admired him, believed in him—this great hero who would always protect them.
Midoriya Izuku, on the other hand, was now the leader of the League of Villains. His actions were nothing but brutal executions of criminals, killing thousands without hesitation. Not even All Might was a match for him now.

By pulling some of Japan's own leaders onto his side, Midoriya Izuku had set up an internal coup.
While the League of Villains launched a direct attack, their political allies would strike from within.
A perfect, fatal betrayal.

At this moment, All Might had nothing left to say. Had he underestimated Midoriya Izuku from the very beginning? He thought Midoriya was just a reckless kid, acting without thinking. But in the end, it turned out that he was the one being naive.
"All Might, All For One once told me something. He said your beliefs are too idealistic, too hopeful… This world isn't something one person can hold together alone."
"If you had used your power to take control of Japan's government, maybe there wouldn't be so many villains now."
"No... If I did that, how would I be any different from All For One?"
All Might lowered his head in pain. He had always rejected everything about All For One. That man had killed his mentor and many of his friends. So even though All Might had the strength to defeat him, he had always avoided taking the same path.
"That's not true... No matter what you do, you'll always be the All Might that everyone looks up to."
A sudden, gentle reassurance.
All Might lifted his head and saw Midoriya Izuku smiling at him— a genuine, heartfelt smile.
"Power and actions are different for everyone. There's no such thing as an identical path... All For One controlled Japan because he wanted chaos and destruction."
"And in the same way... everything you've done, All Might, wasn't it because you wanted people to live better lives?"
"No matter how strong one person is, there's always a limit. Maybe it's time you let go of some of that burden and asked for help."
"Midoriya... boy..."
It had been a long time since he called Midoriya Izuku that.
All Might opened his mouth, but no words came out. Deep down, he knew Midoriya was right. But his own beliefs, the chains he had placed on himself, kept holding him back.
How could he accept that the order he had worked so hard to build for decades was now being torn apart?

Gazing up at the steel wire network in the sky, Midoriya Izuku could feel the terrifying energy about to explode. The Quirk removal process was complete.
At the same time, on the other side—at the Japanese government's relocation site—the coup was already underway.

Among the League of Villains, he and Shinso Hitoshi got along decently.
