There is a common misconception among viewers of the Naruto series, namely that ninjas are common and abundant in that world. In fact, this is far from the truth.
The majority of the population of that world are ordinary people—farmers, merchants, craftsmen, civil nobility, and other commoners. It is true that potentially, all humans in that world have chakra in their bodies, a legacy from the Sage of Six Paths and its spread through descendants.
However, having chakra and processing it into ninja power are two very different things. This phenomenon is similar to the Jujutsu Kaisen world, where almost all humans produce Cursed Energy, but only a handful are able to control it to become Jujutsu Sorcerers.
Civilians know of the existence of ninjas, that's all. They know there are men and women with village protector marks who can jump over rooftops and throw fireballs, but only that far.
How strong is a ninja really?
What's the difference between Genin, Chūnin, and Jōnin? They don't really understand it.
Ordinary people would never be able to imagine, let alone understand, how terrifying figures like Uchiha Madara and Senju Hashirama were, whose power was capable of dominating the world.
Even in the future, the brilliant achievements of Uzumaki Naruto and Uchiha Sasuke saving the world only became limited knowledge for ninjas who participated in the Fourth Ninja World War. Ninjas from small villages or those not involved in the war considered it an exaggerated story, just propaganda from Konoha to boost prestige.

In the eyes of ordinary people, Six Paths-level power was something impossible, a myth without real proof.
All this time, viewers from behind the Fourth Wall watched Naruto from the ninjas' perspective—from Naruto, Sasuke, Kakashi, to the Kages. This limited perspective unconsciously created the illusion that ninjas were the mainstream, that this world was filled with those who could use chakra.
Wang Jian, who had left the Fourth Wall and plunged into this storyline, understood the true reality.
