Even though they couldn't match up, it wouldn't result in a crushing defeat; a bloody battle would still entail a heavy toll.
The Black Rock Association was the same; if facing a group larger than theirs, with four or five individuals at Double Vein Perfection and fifty or sixty at Single Vein Perfection, they might not be able to match them, but at least they could resist to some extent.
