"These Irish are too naive." He glanced at the report date—it was written the night before last—then immediately said to Lavallette, "Notify Porte Yer at once. Instruct him to do everything possible to stop the United Irishmen Association."

"Yes, Your Highness." The Security Bureau chief replied. After a moment's hesitation, he added, "Your Highness, the scale of this riot is enormous. If we provide support to the Irish and that London Communications Agency, perhaps England will suffer heavy damage."

Joseph shook his head: "You're oversimplifying things. England is isolated from the European Continent. As long as their Congress doesn't care about bloodshed, no riot can possibly succeed.

"Let the Irish preserve their strength; the time to use them has not yet come.
