They hadn't expected that even Kaguya, the progenitor of chakra, could lose control because of the tailed beasts inside her.
In Obito's video, the Ten-Tails had gone berserk once, too.
Back then, they assumed it was because Obito couldn't handle it properly.
But seeing Kaguya lose control made them realize—the Ten-Tails is on a whole other level of danger.
It's not even in the same class as the other tailed beasts.
"Hashirama, are you scared?"
Even Madara was shocked when Kaguya turned into that rabbit monster.
But at the same time, he was confident he could control the Ten Tails.
In his eyes, no matter how powerful the tailed beasts were, they were still just beasts.
And beasts were meant to be ruled by humans.
He, Uchiha Madara, would never be defeated by mere beasts.
According to Tobirama's plan, either he or Hashirama would become the Ten Tails' jinchūriki, so they'd have the power to handle any future Ōtsutsuki threats.
If Hashirama was scared, then that meant Madara would have to take the role.

Madara had confidence in himself, and so did Hashirama.
Both of them were confident—but there was only one complete Ten Tails to go around.

That would mean Naruto shouldn't be able to use any of the tailed beasts' power. But in the scene on the light screen, Naruto used tailed beast power to create nine different Rasengans.
So isn't it reasonable to think that the Ten-Tails inside Kaguya isn't complete? At the very least, it might not have absorbed all the tailed beasts' chakra.
If it's really possible to create the Ten-Tails without needing the full amount of tailed beast chakra, then maybe we can try using a smaller amount to create a mini Ten-Tails?"
Everyone fell into deep thought after hearing Tobirama's words.
Logically speaking, there was nothing wrong with what he said.
Even if it's just one percent missing, or ninety-nine percent missing, it's still incomplete. Both are flawed, just to different degrees.
This shows that the key to creating the Ten-Tails isn't about gathering all the tailed beasts' chakra in full, but rather needing chakra from each individual beast.
If we follow that line of thought, then creating a mini Ten-Tails isn't impossible.
"This idea sounds promising. When we get the chance, we can give it a try."
Madara was the first to approve Tobirama's suggestion.
If the mini Ten-Tails could be successfully created, then he and Hashirama could be the first to experience what it feels like to be a Ten-Tails jinchūriki——and lay a solid foundation for becoming perfect Ten-Tails jinchūriki in the future.
