Tsunade watched them go, her heart heavy with both pity and pride. She admired their loyalty to Naruto. And though she carried her own worries about his upcoming exile, she clung to the hope that he would indeed return before leaving for good.
Turning to Zabuza, she exhaled, half in relief, half in lingering concern. "Let's make sure they stay safe tonight," she said quietly. "And when Emperor arrives …. We have arrange a public addressing.

Yet while the masked man stood by that interpretation, something entirely different churned in Itachi's mind. He could still see the faces of all those he had killed in the name of "protecting" Konoha. Family friends who watched him grow up. Wives and mothers who would dote on him, the clan heir, as though he were their own son. Children, whose only crime had been to be born an Uchiha.
He recalled the final, terrible confrontation—the confusion on their faces, the shock, the heartbreak. And in the echo of that memory came words that tore at him. They were Naruto Uzumaki's words that still echoed and haunting him now:
"What makes your goal any more good than mine? After all, for all my perceived betrayal against Konoha in your eyes, I never killed a child. Even at the height of my ANBU days, I always turned down any mission that included the death of a child.
The so-called 'great evolution of civilization' you so blindly worship- Konoha, the so-called pinnacle of shinobi systems and society, is more rotten than anything else. Ask yourself this, Itachi: what is Konoha, if not its people? Is it Hiruzen? Is it Danzo? Or is it just a name and a patch of land, as Danzo would have you believe? Or perhaps, as Hiruzen claims, it's the children….. the next generation... that truly make this village. But wait… didn't you kill those very children? Hypocrites.
Then tell me, what are you striving for? What do you hope to achieve by killing your entire clan? If certain individuals or groups oppose the way the village is run because they've been shunned, humliated and ostracized for no fault of their own, and they're finally offered a chance to escape that daily oppression and humiliation does that justify wiping them out?
In near future, your own brother will proudly wears Uzushio's headband, where he and his kin will be appreciated. Will you still call him 'traitor,' as you did your clan? Will kill him as well? Tell me, Itachi, are you going to have a double standard when it comes to your brother? What different is your brother form the other children you killed today?
Understand this: I won't deny that I'd kill anyone who plots against Uzushio or plans a coup from within. But I would never back someone or push a clan so far into a corner that they have no choice but to rebel. There is something called justice, Itachi, and Konoha, which is rotting at its core, can never be part inculcate justice."
Each word reverberated in Itachi's thoughts like thunder. He remembered how Naruto tore him apart both physically and mentally, fracturing Itachi's morals and mind. The truth slashed deeper than any blade. He had killed his entire clan for a cause that, in the end, might have been nothing more than a false promise from a decaying system. The more he tried to reconcile that in his mind, the more the all-consuming sorrow pressed upon him.

The masked shinobi, sensing the flux of Itachi's emotions, inched closer, words quiet but pointed. "Your new eye… You should be careful. The implant's still fresh." He placed a hand on Itachi's shoulder, though he couldn't hide the curiosity and apprehension swirling behind his own mask. "I take it you saw something… disturbing."
Itachi didn't respond at first. His breath came in shallow bursts, each exhale laced with something. His bandages hung in charred remnants around his face, and the flickering overhead light glinted off the newly transplanted Sharingan, Fugaku's, his fathers now seamlessly merged with Itachi's own.
Finally, Itachi's voice emerged, raw and hollow. "Leave me… please." The masked shinobi noted the voice and wondered if, in that moment, Itachi was truly reconsidering everything, his purpose, his very identity.
For now, the masked figure decided, compliance was best. He rose silently and stepped toward the door, but paused before exiting. Gazing back at Itachi, he offered a subtle nod. "Your rage is understandable. Remember, though, that the world you sought to shape no longer exists. The next step is yours to choose, we shape a better one or rather create."

A hushed tension filled the grand hall after the third condition. Advisors, noble retainers, and shinobi stood on edge, waiting for Naruto Uzumaki to speak the last two condition. The Daimyo himself sat at the head of the table, fiddling with his collar as though it were suddenly too tight.
Naruto leaned forward, drumming his fingers once on the table before delivering his fourth request. His tone was steady but cold.
"As you know," he began, "my wife has shifted to Uzushio. Due to the breaking the Treaty of Siajin, hence the Senju clan also moved due to her being the last of her line. However, many items, like the scrolls written by Lord Hashirama and Tobirama, and certain Senju assets in joint ownership, were never relinquished due to it being in Hokage's possession. Since, no treaty was drawn up because no one envisioned the Senju would leave Konoha."
"I want them back."
"That includes the portions of the Forbidden Scroll containing Lord First and Lord Tobirama's techniques and other Senju-related scrolls. There's also the matter of outstanding loans that Konoha and a few allied clans owe to the Senju. You've frozen those debts under the guise of village security, the law that state if the Hokage deems it necessary, he can freeze loans to individuals or group deemed to be a enemy or foreign alien."
"Since you took that money from the Senju clan account in my wife's absence, and labelled it a 'loan', which was binding as long as Senju remained part of the village, now that she's left, you've used this loophole to avoid repayment. So I want you to remove that freeze and clear all loans and assets immediately."
Silence, like a thundercloud, settled over the chamber. The Konoha contingent visibly paled; even the Daimyo subtly tugged at his collar again, as if struggling for air. No one had expected Naruto to bring up these financial entanglements—certainly not now, and not in such a direct and deliberate manner. They had assumed it was a foolproof plan, waiting for a more opportune moment to quietly absorb the contracts and artifacts.
Hiruzen cleared his throat. Despite everything, he tried to maintain the dignity of the Hokage's office.
"Lord Uzumaki, you must understand—these measures were never meant to oppress the Senju. The freeze was put in place to protect the village's interests. With threats mounting on all sides, Konoha had to ensure that no crucial resources fell into unfriendly hands. After all, if the First and Second Hokage entrusted their legacies to the village, it was with the belief that they would be used for the village's protection.
Despite the unfortunate nature of Tsunade's departure, we cannot risk having their life's work turned against the very system they helped create. There is also the matter of ownership many of the assets you refer to are jointly held by Konoha."
"Moreover, the Senju left without a formal arrangement regarding the consequences of their departure. Konoha has a right, indeed, a responsibility to ensure that any assets or funds that could potentially be used against us are properly secured. We're not thieves. We simply…"
Naruto raised a hand, cutting Hiruzen short. A wry, humourless smile tugged at his lips.
"A right to seize property? You're twisting the law to suit your convenience. Senju assets have belonged to the clan for hundreds of years—even before Konoha was founded. My wife is Lady Tsunade Senju, and she is not your enemy. At least not officially—unless you issue a formal declaration.
Moreover, Senju Hashirama and Senju Tobirama may have been the First and Second Hokage, but they were not the first or second Lords of the Senju clan. The moment they passed, all rights to their personal and clan-held properties transferred to the next Lord of the Senju—unless those rights were lawfully sold or ceded through an official agreement. The mere fact that Lord Tobirama died unexpectedly, and the next Hokage illegally retained those possessions, does notmean the ownership transferred to the village.
Am I right, Lord Daimyo? Isn't it the right of a high noble to inherit and control their ancestral holdings?"
"You speak of protecting the village from foreign nationals, but I see only opportunism. Konoha was more than happy to borrow from the Senju account when it served your needs. Now that Tsunade's gone, you freeze the loan to keep from repaying the debt. Is this the 'Will of Fire' you always preach?"
Koharu slammed her palm on the table, eyes flashing with indignation.
"Mind your tone, You grace. While your position demands respect you should offer the same curacies. Senu's have sacrificed much to keep this village strong and stable! The new Senju's departure threw Konoha off balance. If you truly want an amicable resolution, you can't simply demand these funds."
Naruto didn't even blink. He merely regarded Koharu with the same chill that had made even the Daimyo sweat earlier.
"Your security was never threatened by the Senju. You know that. But let's not confuse matters. I'm not here for false niceties, I'm here to collect what's owed. If Konoha and the clans that borrowed money can't repay it, then you can negotiate a method of compensation.
But you will release these funds. Immediately."
Standing quietly off to one side, Shisui Uchiha finally broke his silence. His tone was subdued but carried the ring of a man who had seen too many betrayals.
"Are you seriously planning to steal from the Senju clan, a high noble?" He looked around at the assembled elders, letting a hint of reproach darken his gaze. "What would the other clans of Konoha think, if they knew how you buried this issue until now? How many more such skeletons are you hiding? I'm only learning of this now?"
A ripple of discomfort passed through the older council members. Danzo kept his mouth shut, but it was clear from his expression that Shisui's words had struck a nerve. The Daimyo leaned back, jaw tight, realizing that the scandal could spill far beyond Konoha. The Senju and Uchiha were both high noble clans any perceived injustice toward them could prompt intervention from other Daimyos, as it would set a dangerous precedence for them. If all the debts, hidden or not and questionable finances were exposed, it could tarnish the reputation of the Fire Court itself.
The Daimyo took a breath, feeling the eyes of everyone on him. He exhaled and spoke in a measured tone:
"This… arrangement might cause the Land of Fire some loss. But we will accept it. Our name and my name, specifically shouldn't effect the credibility, not after these repeated breaches of treaties and not for a event which I was not aware of. We will settle the matter and remove any freeze on Senju assets. The outstanding debts shall be repaid, or alternative compensation found."
A wave of shock rippled through the room. Hiruzen shot up from his chair, alarmed and affronted.
"I cannot accept this! We must have time to review these financial statements, to confirm what funds remain or if some clans are even able to repay. Konoha won't be accepting these terms without thorough examination, Lord Daimyo. We're not so powerless that we must bow to every whim!"
A slight tension rose between Hiruzen and the Daimyo each man glaring, each man silently posturing. The Daimyo, not accustomed to having his decisions openly challenged, narrowed his eyes.
"It is within my authority to decide what financial obligations the Konoha should or can shoulder. The question is, does the hokage claim to outrank me in the matter of debts that extend beyond village borders?"
Sensing the sudden flare of hostilities, Sukino stepped forward, leaning in to whisper near Hiruzen's ear. Her words were quiet, and hushed.
"Monkey, hold your objections for a moment. This is his fourth demands. There's still one more condition he hasn't revealed yet. Let us hear what it is before we decide which battles we intend to fight."
Hiruzen's jaw tightened. He didn't respond, but the flicker in his eyes betrayed his anger and frustration. The Daimyo, too, exhaled, seeming to calm himself with visible effort. The entire hall waited, nerves on edge.
The meeting chamber was unnervingly silent, the tension palpable. Advisors, courtiers, and Konoha representatives flitted anxious glances around the room. At last, one of the Daimyo's counselors broke the stillness, speaking in a careful, measured tone.
One of the Daimyo's advisor stood and said "Your Grace… what is your last demand, Lord Uzumaki?"
All eyes turned to Naruto again, who regarded the assembled nobles with a calm, unreadable expression. He did not pause for drama; he delivered his final condition straightaway.
"My last demand is very simple. In the Uchiha clan, Fugaku Uchiha has been killed. No clan or sum of money alone can compensate for the loss of a mid-to-high S-rank shinobi, one of the best battlefield strategists who even contended with my father for the title of Fourth Hokage. I need to be compensated for this loss."
A ripple of alarm traversed the Konoha contingent. The Daimyo himself seemed to tense, his hands curling reflexively against the arms of his chair.
"Either Lord Jiraiya—"
At these words, the Konoha representatives recoiled in shock, and the Daimyo's face became stony. Even the notion of relinquishing Jiraiya to Uzushio was unthinkable.
"I know Lord Jiraiya is more powerful than the late Lord Fugaku. I'm willing to compensate in money or arrange conditions in exchange if you give me Jiraiya. Or… I will accept if I am given the Black Rose."
A wave of confused murmuring spread across the chamber. He'd said 'Black Rose all eyes turned to Sukino. Protests were about to erupt, but Naruto cut them off by raising his hand in a calm gesture.
"I know Lady Sukino is no match in raw strength for Lord Fugaku, but I will consider it equal."
"What of loyalty? Until now, every person who shifted to Uzushio went willingly. But neither I nor Jiraiya will ever will give our loyalty to Uzushio."
Naruto's lips curved into a faint, chilling smile.
"Leave that to me. I will assure you that once you move to Uzushio, you will be loyal to it."
The tone in which he spoke sent a shiver up Sukino's spine. The confidence in his voice set off alarms in her mind.
Hiruzen Sarutobi rose abruptly, his voice resonating with outrage.
"This last condition will not be met, at any cost!"
Naruto's smile faded. A touch of resignation crept into his eyes as he exhaled slowly.
"I've been quite considerate in every demand I made. I've explained my reasoning, whether it's to compensate the lost Uchiha by obtaining another clan or to replace Lord Fugaku's value. Or to prevent Nobinaga from attacking Uzushio, since I'll be away due to the deal and won't get the original bargain. Or even reclaiming Senju assets and establishing my bank so you can pay up for breaching our accords. I have been very reasonable."
He turned his gaze away from Hiruzen, instead focusing on the Daimyo.
"I'll leave it to you, Lord Daimyo, to decide how you intend to respond to my conditions. I won't entertain any attempt to lower or compromise these demands. Also, consider carefully how the world will view your refusal, how they'll judge the Land of Fire and your family for breaching a contract and then refusing to pay the price. I will return in an hour and a half. Decide by then."
With those final words, Naruto's eyes flickered with a subtle surge of chakra and in a red flash, he vanished from the hall. Someone gasped, "Hiraishin!" and someone else said no its just a flashy shunshin.
But Hiruzen and Danzo knew better. While it might not have been the standard Hiraishin, it was a space-time ninjutsu eerily similar to it. The son, it seemed, had picked up a thing or two from his father.

As Shisui and several nobles from Uzushio had stepped out, leaving the room to let the heated debate over Naruto's conditions. For an hour and a half, the chamber had simmered with arguments between the Fire Daimyo factioj and the Hokage's faction, each hurling sharp rebukes and defensive barbs at one another. Meanwhile, Naruto had been meeting privately with Gara his mansion.
When the appointed time came, Naruto re-entered the hall. The faces of the nobles told a tale of bitter dispute, every eye darted anxiously between the fueding factions as the tension reached a fever pitch. Instead of diving directly into his own meeting, Naruto drifted among the nobles. He exchanged small talk with a few, his tone disarming even as Hiruzen and the Daimyo continued to wisper heated words in each other's ears. He skirted past Sukino, who watched silently, and engaged in a discussion with several lords, the Uchihas and other noble families. Finally, with a measured tone, he interrupted the cacophony.
"I need fifteen more minutes."
A murmur of relief swept through those present, even as the argument raged on, everyone seemed eager to delay the final decision. After an additional hour had passed, a full delay from the original one and a half, Naruto stood once more at the head of the chamber and addressed them.
"So, what have you decided?"
The Fire Daimyo leaned forward, his eyes hard. His voice, though measured, carried an edge that belied the tension.
"Regarding the first condition, we acquiesce, but it will be a limited immunity. For the first ten years, you shall enjoy all the benefits you asked for. After that, it will revert to a regular bank with a few additional privileges that our advisors will detail."
A collective murmur of discontent rippled through the assembly; Naruto's eyes flashed, yet he simply nodded, accepting the condition.
"As for the second demand regarding a clan, we agree, as long as the clan is willing. Know this: the Hokage is entirely against this, though I managed to persuade him with some concessions on my part. The clan that chooses to leave may take all their personal effects, but they will forfeit any and all property they hold in Konoha or the Land of Fire. The same conditions shall apply to any minor clans."
Naruto inclined his head slightly.
"Very well. I will personally compensate the clan for all their losses. Let it be not said that I am unreasonable."
A heavy silence followed until Danzo suddenly rose, his tone as curt as ever.
"So, which clan is that turned traitor to Konoha?"
A faint, cold smile played across Naruto's lips.
"Now, now, Danzo….. don't use such harsh words. It's a grave accusation. The clan that is leaving Konoha is the Yamanaka clan."
Eyes widened among the Konoha contingent. Even Sukino's gaze darted about in disbelief. A murmur spread, recalling old grudges:
Sukino's mind raced, Inoichi and Naruto had never seen eye to eye. Inoichi would rather die than ever be seen chummy with Naruto Uzumaki. Oh, he feared Naruto Uzuamki, there was no doubt about that but more than fear, he despised him. That hatred and fear stemmed from Naruto's closeness with his aunt, Lady Kriya.
Sukino turned her head toward the elders and noticed something new.. Kriya was absent after the recess.
And the thought struck her: How?
Sukino turned her head toward the elder nobles, her expression troubled. Then, Koharu rose, who is yet to connect the dots.
"The obvious is clear, Lord Uzumaki. Lord Inoichi will never accept your agreement. And since they won't agree, you cannot ask for another clan. That wish shall be considered fulfilled."
Naruto's smile grew colder still.
"Oh, Inoichi Yamanaka is no longer the lord of the Yamanaka clan. Now, Lady Kriya Yamanaka is the new lady of the Yamanaka clan. It's your village, after all, you do not know when a clan is attacked or when lordship changes. I have protected a clan and now have to informed you of this change in lordship. How in…efficient, wouldn't you agree?"
Danzo bristled, unable to contain his contempt.
"How can Kriya challenge the lord of the Yamanaka clan without the permission of the Hokage or the Daimyo? They have their own charters, rules!"
Naruto's voice dropped, laden with dark irony.
"Ah, Danzo… ever the short fuse. As it happens, the Daimyo has issued an official decree declaring Konoha to be in a state of emergency. He has assumed all powers of the Hokage until further notice and has formally suspended the Hokage in front of the High Council, appointing his own representative to govern Konoha in the meantime.
But here lies the lacuna: according to the founding charter, when the Daimyo suspends or freezes the Hokage, leadership of the village defaults back to the founding clans unless explicitly stated otherwise. So until the Daimyo had himself arrived in Konoha, the Uchiha and Senju had the power... though the Senju have relocated, they still remain part of Konoha by virtue of the founding charter, albeit with limited rights."
He paused, his eyes scanning the assembly before continuing, his tone growing more incisive.
"This morning, in the High Council, the entire body agreed to the ascension of Lord Shisui Uchiha. By formally acknowledging Lord Shisui's ascension, it was de facto confirmed that, until the transfer is complete, the Uchiha remain a part of Konoha.
Do you really believe Mikoto Uchiha is foolish enough to attempt a transfer of lordship in a village where she would barely remain for hour more?
And as for the Senju had they fully withdrawn, the founding charter would no longer apply. But Lord Third, in order to preserve the validity of the charter, had my wife sign an agreement stating that even if the Senju leave the village physically and forfeit voting rights but still remain a part of Konoha as a clan as per the founding charters.
By the grace of the deities, I hold in my possession a scroll signed by Tsunade herself, naming me her representative and the proxy Lord of the Senju—both as her husband and her chosen lord. Fate favors me, for I had no knowledge of the massacre's possibility. I originally brought this scroll because I needed it to authorize the sale of some Senju lands in Konoha and properties in another village. And now, with the Kage present here today, I also have the official documentation confirming my status as her proxy.
The irony is almost poetic.
This, by all legal standards, is more than sufficient to authorize the challenge brought forth by Lady Kriya Yamanaka against Inoichi Yamanaka, as agreed to by Lord Shisui as well.
Since you have confined all clans to their compounds under this emergency decree, it becomes far easier for Lady Kriya to issue her challenge, when the entire Yamanaka clan is gathered. When I asked for a recess earlier, I already knew what the outcome would be. You believed I was bluffing that no major clan would actually leave Konoha. You assumed that even if one considered it, you could stop them with debts, obligations, and political pressure. All clans, except the Yamanaka who were almost equal to a noble clan. But they will never ally with not till Inoichi Yamanaka is their lord.
But you didn't expect Inoichi to be cornered. You thought I was bluffing, that I didn't have the support of a major clan. You assumed I would bargain, walk away with the four minor clans, and merely stir uncertainty… perhaps cast suspicion by leaving the identity of the major clan undisclosed. That was the outcome I wanted you to anticipate.
Because if I had agreed to relinquish the major clan from the conditions, you would've been obligated to fulfil the other three demands in full. So you convinced yourselves this was nothing more than a bluff, a political manoeuvre, thinking I lacked the influence to pull something like this off.
Pity. That's exactly what I wanted you to believe.
But alas, I was not bluffing. And now, in just a few minutes… she shall grace this room."
At that moment, the heavy door creaked open. All eyes snapped toward the entrance as Lady Kriya Yamanaka, resplendent in her ceremonial dress, stepped into the chamber. Her presence was changed, look of the old Yamanaka style.
"My lord Emperor, my lord Daimyo…. I would like to thank the Fire Daimyo for allowing me to challenge the son of my usurping brother for the lordship. I know that the order was signed on your behalf by the Hokage, which was a permission granted by proxy of the founding clan, but I wish to express my gratitude to all four."
A stunned silence fell over the room. The Daimyo nodded numbly, and hushed whispers erupted among his advisors. Hiruzen's eyes burned with fury as he regarded Naruto. The chamber was rife with shock, each noble caught between pride and apprehension.
The Daimyo, the Hokage, and everyone in the room were shocked at the sheer audacity of the heist committed under their collective noses. The Daimyo nodded numbly before regaining himself, while a flurry of whispers passed between his advisors, the Daimyo, and the Hokage. After a heavy pause, Hiruzen finally spoke:
"Sukino, are you truly willing to abandon this village, the very village we built together? We blead for the foundation. We witnessed lord first laying the seed of this village, we saw how Sensei forged it, and together we created what it is today. Will you turn your back on Konoha because of politics?"
Lady Kriya's gaze was unyielding as she replied with quiet, bitter resolve.
"Yes, Hiruzen. I am leaving with my clan. This village was not built solely by you; we came here because of the Senju. Now that the Senju clan is leaving, so too must we depart. 'Politics' is a poor excuse, but if Konoha continues to smother its clans, what assurance do I have that the Yamanaka…. who can delve into the minds of men won't be viewed with as much mistrust as the Uchiha once were?"
Her words stung like poisoned arrows. Danzo, his face with anger, interjected once more.
"You think unilaterally deciding to move will have your clan follow you, but their loyalty remains with Konoha!"
Naruto's lips curved into a mirthless smile as he addressed Danzo.
"Let me worry about those details, Danzo. And while we're on the subject, note that there were rogue Yamanakas, those presumed dead or missing in action and several moles working against the Yamanaka clan's interest. I ensured that the MIA and dead remained as such, and those few traitorous spies? Lady Kriya herself dealt with them in her shrine just a moments ago. Most remarkably their tongues were marked with a strange tattoo, rendering them mute regarding their master. Lady Kriya had them eliminated, exposing Inoichi's incompetence in harbouring traitors within his own clan.
Shouldn't traitors be put down like mad dogs, Danzo.... Isn't that right, Danzo?"
Every eye in the room turned to Danzo.
"Yes…". He then sank back into his chair, his expression cold.
"What about the last three". asked Naruto
