Just because the New Era has lowered the requirements for the use of Time Power, even those not adept at Time Power won't be completely powerless when facing those who have mastered True Time Power.
In fact, spells and magic to counter Time Power have been developed to some extent.
It's like spatial magic... the scientific research has ensured that Time Power is not an exclusive power for any one being.
However, many of the corresponding studies will need to be "transformed" in the future. The powers usable in the Tianhe region will still need to be transformed to align with the New World.
Otherwise, they will only be abandoned by the times.
Even now, many of their research results are based on residues from the Old Era. No matter how good the research outcomes are, if they don't match the environment of the New Era, they will become largely obsolete outside of the Tianhe District.
