As both Yang Bingzhi and members of the office were Five Elements Sect Cultivators, Yang Bingzhi's reputation might carry some weight, provided he reached Late Stage Qi-Refining.
Third, find an influential powerhouse to settle the matter. This person's status would need to be sufficient to make the Law Enforcement Office back down and either protect Yang Shengwu or squash the plans to prop up the Chang Le Gang.
Each method was more difficult than the last.
