I don't actually know what the limitations on the skill are, they're not listed when I look at the book. So, you might want to prepare them for a shift in the power structure as well, if only some of them can get all the resources that this skill will generate."
The Clan Leader nodded. "That is a good point. Not all of them have systems from the same world. So, they might not all be compatible, though skill books are usually pretty universal.
I don't see any restrictions on who can use this one, so it might be anyone, or it might be that the restrictions are user by user.
